Job Responsibilities

This position is accountable for the coordination of the Information Technology (IT) current databases used by Project Implementation and assisting in the coordination of the training for the Bureau of Project Implementation personnel. This position is also responsible for assisting with the bureau's budget, commodities and equipment management.

This position reports directly to the Implementation Support Technician. Reporting to this position is the Office Technician. 


This position is responsible for a wide variety of technical and managerial functions to ensure a well-organized and functioning field, laboratory, and office staff. Various computer systems are used to monitor engineering costs, schedule training, and projects. Using the combination of computer knowledge and highway construction experience, s/he is actively involved in the procurement of computer hardware and software. This position is responsible for the technical support of the department's Construction and Materials Management System (CMMS) and electronic databases for the district. Additionally, this position maintains, repairs, and provides technical assistance for construction equipment within Project Implementation. As Office/Computer Support Technician provides technical support for internal field personnel, as well as local agency construction personnel when they experience software/hardware problems, which is difficult considering the diversity of systems and applications being used in the bureau and the diversity of experience and training these users have in these systems. The duties of this position are made more difficult due to the dispersed staff located in the 15 counties of the district. The incumbent working with the district's Data Processing staff is responsible for development of some computer application programs. 


Typical problems include troubleshooting of construction management systems, database programs and ensuring equipment and commodities are purchased to satisfy the bureau surveying, testing and transportation needs. The greatest challenge of this position is to ensure all employees are properly trained in the most current construction management system and personal computer (PC) methods.

The incumbent personally sets up district contracts within the Construction and Materials Management System for the district. This position also trains employees on how to use PC's and the current construction management system and troubleshoots in-use computers. This position also assists in preparing the bureau's budget, acts as purchasing authority for commodities and equipment, schedule bills for payment, and maintains inventory records for equipment. This incumbent also coordinates the repair and maintenance of all computers for field staff for the bureau. 


This position accomplishes its accountabilities with the assistance of the following staff: 


Office Technician -who resolves minor computer and construction management system problems, troubleshoots and schedules equipment repairs, prepares requisitions, stocks and disburses equipment and supplies. 


This position operates within the Bureau of Project Implementation procedures, the guidelines of the State Purchasing Act, and central office budgeting procedures. This position has the authority to approve Field Purchase Authorities (FPA) within bureau budget limitations, schedule equipment, and schedule training for all members of the bureau staff. Problems such as major hardware, software or budget problems are referred to the Implementation Support Technician, along with a recommended solution. 


The incumbent has contact with all district bureaus, the Bureau of Information Processing, central Bureau of Construction, and the central Bureau of Materials. The incumbent also has contact with Field Engineers, Resident Engineers/Technicians, laboratory personnel, material inspectors, contractors, material suppliers, local officials, the Federal Highways Administration (FHWA) and numerous outside vendors. 


The incumbent is evaluated by the quality and timeliness of training and computer support given to bureau employees and by the accuracy and timeliness of budget and inventory submissions and records. 

Principal Accountabilities

1.    Administers the district's construction management support system.
2.    Determine the needs for computer software and hardware within the bureau.
3.    Receives new computers and tests them before distribution to office and field personnel.
4.    Trains employees how to use the PC's and the current construction management system and troubleshoots in-use computers.
5.    Assist in the development and administration of the Bureau's budget.
6.    Prepares requisitions, maintains records of expenditures, and keeps inventory of all equipment and vehicles.
7.    Trains, motivates and evaluates staff to ensure a well-developed and competent staff.
8.    Performs duties in compliance with departmental safety rules. Performs all duties in a manner
conducive to the fair and equitable treatment of all employees.
9.    Performs other duties as assigned.

 

Qualifications

Position Requirements

 

 

  • Completion of two years of college in civil ENGINEERING TECHnology, pre-engineering, or job related technical/science curriculum PLUS five years of engineering experience OR
  • Seven years of engineering experience.
  • Valid driver's license
  • Districtwide travel and occasional statewide travel; limited overnight travel and overtime.
  • Successful completion of a background investigation

 

Position Desirables

 

•    Working knowledge of the department's Construction Materials Management System (CMMS)
•    Working knowledge of the use of electronic on line storage databases such as (Share Point)
•    Working knowledge of the current engineering and surveying equipment utilized in the design, construction, and maintenance of transportation projects.
