The Facilities Management unit of the Division of Facilities and Services at West Virginia University is seeking applications for an Engineering Manager.
About this Opportunity
This position is responsible for managing a professional staff of engineers focused on providing technical expertise in a wide range of facilities systems and structures, provide trouble shooting ability on complex system issues, and design corrective measures. The Engineer Manager may be required to act as Director of Maintenance in the Director's absence.

What you'll do:
  • Develop written procedures and policy in regard to Engineering department operations, university construction standards and campus energy management guidelines.
  • Develop and manage University utility budgets in excess of $15 million per fiscal year. Includes directing engineering staff to track expenses and generate monthly reports for Central Budgeting.
  • Manages WVU's Performance Contracting Project ($20 million dollars invested), both during construction and continued verification of the project performance at completion. Makes recommendations regarding energy consumption considering the Universities mission of sustainability.
  • Develops and manages the Facilities Engineering Department fiscal year personnel and operating budgets.
  • Provides technical support and training to operations managers, engineers, and project managers on capital construction projects, remodeling projects and repairs.
  • Analyze systems, requiring an extensive knowledge of heating, ventilation, cooling, refrigeration, and electrical systems in an engineering design capacity.
  • Provide design review service for new construction, renovations and alteration work utilizing the appropriate staff.
  • Coordinates activities between FM Engineering, FM Construction, and FM Maintenance, including scheduled inspections and project specification development & prepare detailed condition assessments of facilities and support systems.
  • Prepare project justifications, deferred maintenance recommendations, complex reports and detailed presentations regarding facilities improvement, Building Automation Systems, and comprehensive research and analysis (trends, life cycle cost, efficiency, and energy use).
  • Works with outside engineers, vendors, contractors, and manufacturers on facilities issues.
  • Monitors campus HVAC control logic, recommending changes and corrections as needed.
  • Provide ongoing technical support to HVAC Control Shop.
  • Will develop, perform, and manage high level investigation with regard to Preventative Maintenance and prepare recommendations for system improvement.
  • Performs project management for critical maintenance projects involving research facilities and critical support systems.

Qualifications
  • Bachelor's degree in mechanical or electrical engineering.
  • A minimum of seven (7) years' experience in facilities engineering (technical and management area)
  • A minimum of three (3) years' experience in project management or acting as a team leader.
  • Strong computer skills needed in Word, Excel, AutoCAD, PowerPoint, and Access
  • Ability to work under pressure.
  • Ability to read and interpret highly technical documents and reports.
  • Ability to control, monitor, and establish effective budget controls.
  • Strong analytical skills, with the ability to approach complex problems in a logical manner.
  • Ability to perform with minimal supervision (self-motivated)
  • Demonstrated knowledge of facilities systems and how they work.

  • Understanding of mechanical and electrical systems, including. heading, air conditioning, ventilation, heat transfer, refrigeration, electrical circuity, electrical transmission, and building automation.
  • Ability to breakdown complex systems into simple terms easily understood by others.
