Job Details

This position will join the Public Works department to help with developing and managing water and wastewater projects. This exciting opportunity will provide field and office experience for a recent graduate to gain the experience needed to achieve his/her P.E.

Under direction of the Senior Water/Wastewater Engineer, the position includes assisting in the development and management of contracts for asset maintenance and rehabilitation projects. Other example responsibilities for the position include utilizing GIS, being active in problem solving water and wastewater system issues, and helping to update the City’s design and construction standards.

Flexible hours between 6:30am – 6pm

Summary of Duties: Under the general supervision of the Engineering Division Manager, the Engineer, Graduate performs general engineering work involved in the review of Community Investment and Private Development engineering and construction projects to ensure compliance with city standards.

Distinguishing Characteristics:This is the entry-level classification in the Engineer series. The incumbent follows routine procedures and guidelines in the application of prescribed duties and works under close supervision with work frequently reviewed by a superior. This classification is distinguished from the Engineer (PE) in that the latter performs more complex technical duties requiring a higher level of knowledge, certification, and skill.

EXAMPLES OF ESSENTIAL JOB FUNCTIONS

Management reserves the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

  • Evaluates and reviews engineering plans to ensure adequacy of design and compliance with city standards.
  • Manages all phases of assigned Community Investment or Private Development projects.
  • Resolves engineering problems to ensure compliance to city standards.
  • Develops implements and monitors professional services and construction contracts for Community Investment or Private Development projects.
  • Evaluates problems directed through citizen’s complaints, city department, city official and division requests, or personal observations, and coordinates the resolution to the problems.
  • Reviews exhibits and descriptions for easements and right of way acquisition.
  • Regular and consistent attendance for the assigned work schedule is essential.

Marginal Duties:

  • Performs other duties as assigned.

Typical Decisions: The incumbent evaluates engineering plans to ensure adequacy of design and compliance with city requirements; may coordinate between staff engineers and consulting engineers, developers or architects relating to requirements for approval of construction plans and acquisition of real estate and/or right-of-way.

Minimum Qualifications:

Knowledge of: Position requires knowledge of civil engineering techniques and construction practices; requires a working knowledge of standard engineering design principles and techniques.

Skill in: Position requires effective oral and written communication skills.

Education: Bachelor’s Degree in Civil Engineering.

Experience: None.

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements

Licenses and Certifications: Must possessEngineer-in-Training Certificate or be able to obtain within one (1) year from date of employment; Texas Class C driver’s license (must obtain within 30 days of hire per state law).

Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions: Must possess mobility to work in and around city buildings and facilities, to operate a motor vehicle and drive on surface streets; strength, stamina, and mobility to perform light to medium physical work around machines, to operate varied tools and equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, and reach. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 20 pounds.

Employees work in and around buildings and facilities and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, and mechanical hazards.
