Job Summary
Performs responsible engineering work involving the design, installation, repair, and maintenance of water and wastewater systems.
Responsibilities
GRADUATE ENGINEER: May include supervision of Technicians, Auto CAD Drafters, and other staff members and assume the duties and responsibilities of higher-level engineering staff in their absence. Applies the appropriate engineering duties within the water and wastewater departments, in coordinating all phases of engineering concerns with respect to preventive maintenance implementation, project design, performance testing, maintenance inspections, equipment overhauls, parts procurement, and specifications and design preparation. Prepares, reviews, and interprets engineering plans and specifications. Develops, organizes, and supervises the work of personnel assigned to the design, operation, construction, maintenance, and repair of water or wastewater plant systems. Assists in the development, review, and interpretation of regulatory reports. Assists in the performance of cost benefits analysis and applies economic engineering principles. Works field inspections and documents findings. Reviews production, malfunction, and maintenance reports to determine or address problems. Troubleshoots process/systems and recommends engineering solutions. Maintains process/system performance, efficiency, technological and financial studies. Evaluates new process/system technologies. Prepares professional and accurate written documents such as memos, RFP's, RFQ's, Reports, board agendas, studies, etc. Prepares process/system field surveys to evaluate performance. Provides engineering support on processes utilizing programmable logic controllers (PLC). Completes other job duties as assigned.
SENIOR GRADUATE ENGINEER: Provides training, guidance, and direction to less experienced staff members. May assume the duties and responsibilities of higher-level engineering staff in their absence. Assists in all phases of engineering duties within the water, wastewater, environmental and electrical systems, and power production including preventive maintenance implementation, project design, performance testing, maintenance inspections, equipment overhauls, parts procurement, and specifications and design preparation. Prepares, reviews, and interprets engineering plans and specifications. Develops, organizes, and supervises the work of personnel assigned to the design, operation, construction, maintenance, and repair of power, environmental, water or wastewater plant systems. Develops, reviews, and interprets regulatory reports. Conducts cost benefits analysis and applies economic engineering principles. Organizes and assists in power quality projects where applicable. Manages projects from start to finish. Reviews production, malfunction, and maintenance reports to determine or address problems. Troubleshoots process/systems and recommends engineering solutions. Assist process/system performance, efficiency, technological and financial studies. Evaluates new process/system technologies. Prepares professional and accurate written documents such as memos, RFP's, RFQ's, Reports, board agendas, studies, etc. Conducts process/system field surveys to evaluate performance. Completes other job duties as assigned.
SENIOR CIVIL ENGINEER: Supervises lower-level personnel participating in the same work and/or in similar, but less difficult work. May assume the duties and responsibilities of higher-level engineering staff. Completes water/wastewater pumping, conveyance, and treatment evaluation and engineering design. Prepares water distribution system and wastewater collection network hydraulic simulation models. Completes condition assessments of water/wastewater infrastructure including water plant structures and pumping stations. Evaluates engineering and surveying consultant qualifications and negotiates project scope and fee proposals. Manage engineering and construction projects involving consultants and staff. Assists with site plan and subdivision reviews. Assists with water and wastewater new connection fee estimates. Collaborates with other leaders throughout the utility on project pursuits and technical challenges. Investigates, reviews, and interprets applicable project industry standards and regulations. Prepares engineering calculations, technical reports, and board agendas. Prepares permitting correspondence and applications to support projects. Prepares project correspondence, presentations, and visual aids. Assists operations team with research and selection of equipment for plant optimization. Guides employees in the preparation of construction drawings. Develops conceptual, preliminary, and final detailed designs, technical specifications, and construction cost estimates.
Prepares construction documentation including bid documents, specifications, and construction plans for in-house design projects. Manages construction contracts and performs construction phase project administration. Monitors project performance indicators, budgets, and schedules; manages risk. Reviews submittals, prepares change orders, and responds to requests for information. Monitors work performed by construction contractors and conformance of work to the project requirements. Maintains records and project files of construction projects. Reviews and approves construction payment applications. Executes other job duties as assigned.
Knowledge, Skills, and Abilities
Knowledge of engineering principles, practices, and procedures as applied to water, wastewater, environmental, or electrical systems. Thorough knowledge of construction plans and specifications and of regulations relating to public utilities construction. Knowledge in a computerized drafting program. Knowledgeable in the use of programmable logic controllers and other control devices may be required. Strong communications and writing skills in English, bilingual in English and Spanish preferred. Skill in the use of personal computers and related Microsoft Office programs. Analytical, detail-oriented skills. Ability to prepare, review and interpret engineering plans and specifications. Ability to make engineering computations and design engineering projects. Ability to comprehend and prepare clear, concise and formal reports and letters of a technical nature. Ability to establish and maintain effective working relationships with other department managers, supervisors, engineers, construction consultants and general public.
Education & Experience Requirements
Bachelor of Science Degree in Civil Engineering or closely related engineering field from an Accreditation Board for Engineering and Technology (ABET) accredited university program, or from a non-ABET accredited program and a valid Engineer-in-Training (E.I.T.) Certificate.
Graduate Engineer: Some experience in public utilities engineering or a related area is preferred but not required.
Senior Graduate Engineer: Three (3) years of experience in engineering work is required.
Senior Civil Engineer: Six (6) years of progressively responsible experience in the design of public water and wastewater infrastructure and construction management or a related area.
Certificates, Licenses, Registrations
Requires a valid Texas Driver License or receipt of a valid Texas Driver's License within 90 days of relocation to Texas and a safe driving record, as measured by company policy.
Graduate Engineer: A valid Engineer-In-Training (EIT) Certificate from the State of Texas is preferred. Non-ABET accredited program graduates must possess and EIT Certificate.
Senior Graduate Engineer: Must possess a valid EIT Certification from the State of Texas or the ability to become an EIT in the State of Texas withing six (6) months of employment. Must be able to obtain registration for a Professional Engineer license in the State of Texas.
Senior Civil Engineer: Must be a Professional Engineer licensed in the State of Texas. Professional Engineer license from other jurisdictions may be allowed; however, candidate must acquire a Texas Professional Engineer license within 12 months in order to remain in the position.
