About this position:
This position functions as the Statewide Signal Maintenance Engineer and is responsible for managing the statewide signal maintenance program which includes upgrading existing traffic signals, installing new traffic signals, assisting the districts in emergency work of traffic signals and any other DOTD electrical systems such as generators and signal inspections performed either by permit or construction project. This position shall be knowledgeable in the MUTCD, AAHSTO Roadside Design Manual, International Municipal Signal Association (IMSA) guidance and standards, and national practices for signal installation and maintenance.
Acts as a Department representative on the National Committee on Uniform Traffic Controls and IMSA.
This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering and one of the following:

1. Three years of licensed engineering experience.

2. Seven years of professional engineering experience.

SUBSTITUTIONS:

A master's degree in engineering will substitute for one year of the required experience.

A Ph.D. in engineering will substitute for two years of the required experience.

Advanced degrees will substitute for a maximum of two years of required experience.

NOTE:

Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

NOTE:

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. NOTE: Any college hours or degree must be from an accredited college or university.

FUNCTION OF WORK:
To manage a major engineering function for a state agency.
LEVEL OF WORK:
Manager.
SUPERVISION RECEIVED:
Broad from an Engineer 8 or higher. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:
Subordinate staff typically consists of Engineers 6 and other lower-level Engineers. Alternative reporting relationships may be approved by SCS.
LOCATION OF WORK:
May be used by all state agencies.
JOB DISTINCTIONS:
Differs from Engineer 6 by the presence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.
Differs from Engineer 8 by the absence of responsibility for directing large-scale engineering projects or programs for a state agency.45% Oversees the supervision and management of the statewide signal crews, signal electronic shop, signal inspections and signal communications personnel. Oversees the staff development, work productivity and accuracy of these groups. Plans the traffic signal maintenance and emergency work with input from the District Traffic Operations Engineers. Works closely with Section 27 to determine what signal upgrades will be completed by in house staff. Oversees coordination with project engineers for signal inspections.
20% Oversees development of the procurement specifications for all components of traffic signals, warning beacons and all pedestrian signals. Responsible for ensuring the DOTD warehouse has material for the statewide signal crews and the district signal crews. Responsible for the Traffic Operations Approved Products List. Works in conjunction with Section 27 and other DOTD staff to develop construction specifications and standard plans for traffic signals, warning beacons and pedestrian signals.
Responsible for initiating training for state, local and private entities on traffic signal products specified by DOTD.
15% Initiates and maintains contacts with public officials, key engineers and officials of other organizations requiring skill in persuasion and negotiation of critical issues (funding for signals, permit disagreements, utility conflicts, project scheduling, equipment, inspections)
15% Provides technical expertise to sections, districts and local governments on matters involving integration of traffic signals into Intelligent Transportation Systems (ITS) Traffic Management Centers. Represents DOTD in traffic signal litigation. Confers with Federal Highway Administration, other federal, state and local government agencies and the general public in matters concerning traffic signal design, construction and maintenance.
