Position Summary
The EMS Education Program Manager provides oversight of operations of EMS Education Program to ensure quality educational courses for affiliated agencies and community members. Optimizes processes and continually seeks and implements improvements. Areas of responsibility include: regulatory compliance, logistics, communication, staffing, planning, quality assurance, equipment management, safety, budgeting, marketing, registration, student payments, course instruction and development, instructor management, and recordkeeping. Ensures the educational program meets the standards and guidelines of accrediting organizations and the physician medical director.
Key Responsibilities:
Provides Education
- Prepares course materials, including lesson plans, syllabi, evaluations, tests, and handouts
- Manages distance learning course content and development.
- Provides instruction and course coordination.
- Performs psychomotor skills evaluation.
Program Compliance, Development and Quality Oversight
- Ensures educational program meets quality compliance and educational standards as provided by EMSRB licensure, third party accrediting organizations, and physician medical direction.
- Recruits students and seeks agency affiliations and partnerships.
- Manages program advertising, marketing, and outreach.
- Conducts class cost planning and evaluation.
- Manages course development, updates, review, improvement, and approval.a
Program Maintenance and Recordkeeping
- Manages student enrollment, registration, tuition payments, and recordkeeping.
- Maintains program policies and procedures.
- Participates in budgeting and planning with the EMS Chief.
- Manages equipment and education facility use.
Instructor Recruitment, Development and Management
- Recruits, selects, and oversees instructor orientation, credentialing, review, and evaluation
- Maintains Instructor recordkeeping and staff licensure compliance.
- Provides remediation to instructors.
- Cultivates and organizes instructor professional development.
- Schedules and manages course instructor staffing.

Selection Criteria:
- Current registration as a Paramedic or EMT with the National Registry of EMT’s
- Current certification as a Paramedic or EMT with the MN EMSRB
- Successful completion of a state- or US DOT-approved EMS Instructor Course, or Fire Instructor certification (within one year of hire for any)
- Current Minnesota EMSRB Approved Agent
- Current state-issued driver’s license (with acceptable driving history)
- Excellent interpersonal and communication skills
- Excellent documentation skills
- Proficient in use of Microsoft Office™ (Word™, Outlook™, PowerPointTM, ExcelTM)
- Current American Heart Association ACLS and BLS Instructor Certification preferred
- Three years’ experience and a two-year degree in Healthcare Sciences, Paramedic Technology, or equivalent; or five years’ experience in EMS preferred
- One year of experience in EMS education, either as an instructor or Program Manager preferred
- Certification, licensure, or college-level education in adult learning preferred
- Experience working with medical education manikins, models, software, and hardware preferred
- ICS 700 (must complete within 90 days of start date) preferred
- ICS 100 (must complete within 90 days of start date) preferred
- ICS 200 (must complete within 90 days of start date) preferred
- HAZMAT Awareness (or greater; required annually) preferred
Schedule:
- 24hrs/2wks
- Shift schedule is dependent upon class schedule, workload, meetings, and needs of the department.
- Please note: This position can be combined with other positions in our EMS department to get to a 1.0 FTE (80hrs/2wks)
