Job description

Position Purpose
The Health Education Program Manager provides leadership and program management for Health Education and student engagement services within the School Based Clinic program. This position provides direct supervision for the SBC Health Education staff including on-site supervision for interns and CDC Public Health Associates. Key responsibilities include planning and implementation of Health Education services, including classroom-based sexuality education; accountability for assuring best practices; evaluation; grant reporting; and seeking funds and other resources to support the work. This position facilitates youth leadership and peer education activities including oversight and ongoing program management for the citywide Teen Health Empowerment Council (aka THE Council). Also, this position occasionally provides clinic outreach and Health Education sessions to participating teens on various sexual health topics.
Reporting Relationships
This position reports to the School Based Clinic Manager and works in coordination with School Based Clinic staff members across all clinic locations. Major Responsibilities
  • Provide direct supervision to the Health Education staff including Health Educators/Health Mentors, CDC Associates, Social Media Coordinator, and interns. Recruit, interview and hire recommended new hires in conjunction with the SBC Manager. Provide orientation, training, daily oversight of work and assignments to ensure adequate coverage, approve time off & time approval, develop, and implement ongoing staff training, evaluate job performance, and address performance concerns as needed.
  • Coordinate the SBC Health Education team, including facilitating monthly team meetings, for ongoing program monitoring purposes and to ensure continuity and consistency of Health Education activities across all the SBC clinics.
  • Participate in the development of priorities for Health Education/youth engagement activities to improve the health outcomes of MPS teens.
  • Assist in the development of Health Education /student engagement grant applications that will support continued funding for Health Education activities including grant management, reporting and evaluation.
  • Ensure compliance with all funding requirements and ongoing reporting requirements for Health Education grants and performance measures reports.
  • Develop and implement ongoing evaluation and program improvement initiatives for all Health Education Programs, including conducting ongoing staff observations and feedback, creating, and implementing survey instruments for program participants, and monitoring outcomes for outreach activities.
  • Manage Health Education Program budget, in collaboration with the School Based Clinic Manager.
  • Oversee the development and maintenance of relationships with internal and external partners, including Hennepin County, CDC, MDH, and school and district-level stakeholders.
  • Support the Health Education team in developing specific outreach strategies and materials to increase awareness of clinic services.
  • Ensure program outreach activities including classroom education, lunchrooms, school staff meetings, sport events, parent meetings or other venues are implemented at all 8 SBC school locations.
  • Develop and foster collaborative relationships with MPS District leadership, including the Health and Physical Education Lead, key school staff across all school locations, such as, health teachers and administrators to ensure the successful collaboration between Health Education staff, school partners and the SBC as a whole SBC.
  • Provide primary staff support for the Health Education staff members who facilitate THE Council, including working with co-facilitators, managing program goals, developing evaluation, and connecting THE Council efforts with SBC Health Education Program-wide initiatives.
  • Develop and implement trainings for SBC staff members on relevant Health Education and outreach activities.
  • Serve as a liaison for Health Education with the SBC OPs Team, including attending and actively participating in all lead meetings, and act as a liaison for the SBCs with MHD as it pertains to adolescent health and youth development areas.
Supervision
SBC Health Education including Health Educators/Health Mentors (7), Social Media Coordinator, Social Media Intern, and non-city staff, including CDC Associates (2).
Other Responsibilities
Participate in Public Health Emergency Preparedness planning, training, and response as needed and assigned.
Working Conditions
This position currently works on-site only.

Minimum Education

Bachelor's degree in public health or closely related field.

Minimum Experience

Five years' experience in clinic settings, or related fields with emphasis in adolescent health, experience as team lead or supervisor in Health Education clinical setting.

Master's degree in public health or equivalent degree in closely related field is desirable.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two (2) months after it has been established.
Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

  • Knowledge of best practices in adolescent health and youth development in clinical and school settings.
  • Demonstrated ability to lead a large-scale project in implementing Health Education policies and practices across multiple school sites and with multiple partners.
  • Experience supervising a team of diverse professionals.
  • Experience with program development, implementation, and coordination
  • Demonstrated ability to develop, organize and facilitate adolescent peer education groups
  • Skilled and demonstrated experience providing 1:1 and classroom-based sexual Health Education with adolescents
  • Experience working with racially and culturally diverse communities
  • Experience in and ability to work in an urban, collaborative environment, particularly with schools, multiple agencies, providers, and multiple levels of government
  • Demonstrated grant writing and management skills
  • Ability to work independently and collaboratively on cross functional and diverse teams (internal and external) on teen health promotion and prevention.
  • Excellent written and verbal communication skills, and experience in public speaking
  • Experience or the ability to be trained in MI (motivational Interviewing), FLASH, SSI (Safer Sex Intervention), Positive Prevention Plus or similar sexual health curricula.
