The Workforce Service Branch, Central Valley Region is looking for an exceptional leader who is "
Striving for Excellence" and has the ability and experience to lead a diverse team of managers and
staff to success.
Under the general direction of the Deputy Division Chief (DDC), the Employment Program Manager
(EPM) III, will function as the Workforce Service (WS) Cluster Manager, responsible for the
Bakersfield Cluster WS offices. The incumbent will be responsible for operational and administrative
oversight of four WS offices that operate within the Kern, Inyo, Mono, and Tulare County America's
Job Centers of California (AJCC). Highlighted responsibilities include: WS program management,
business process improvement and implementation, strategic planning, policy and procedure support,
workload and resource management, attendance and time reporting, budget and personnel
management, information technology, talent management to include staff training assessments and
coordination, facilities and premises, security and most importantly ensure integrity and efficiency of
our Central Valley WS operation and service delivery activities.
A successful candidate will be a part of the WS Central Valley Leadership Team committed to supporting the Department's mission, vision, and strategic goals.
Per the Governor's Office of California, the Employment Development Department is considered an essential department. This position requires local in-person workload, though some telework may be available. This position's office follows the recommended safety guidance from the California Department of Public Health (CDPH) and the Center of Disease Control (CDC).
This position may be filled in the Bakersfield Cluster at either the Bakersfield, Delano, Porterville, or Visalia AJCC.

Work in an office environment. Occasional and overnight travel will be required.

    Statement of Qualifications Requirements
    A Statement of Qualifications (SOQ) is Required. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing. The SOQ is not a resume or cover letter.

    Background Investigation Requirement
    The position(s) may require an applicant to pass a background investigation. However, applicants will not be asked to provide information about a conviction history unless they receive a conditional offer of employment.
