Job Title: Coordinator of Benefits and Employee Relations                                     Wage/Hour Status: Exempt

 

Reports To: Executive Director of Human Resources                                               Pay Grade: A4

 

Dept./School: Human Resources Department                                                            Work Days: 226                    

 
Primary Purpose:
Oversee the district's Benefits and Employee Relations functions within the human resources department.  Ensure the planning, coordination, and implementation of legally sound and effective human resources management programs, policies, and practices.
  Qualifications: 
Education/Certification:
 
  • Bachelor's degree in human resources, public or business administration, education or equivalent; administrative certification preferred.
 
 
Special Knowledge/Skills:
 
  • Knowledge of administration of assigned programs and applicable laws
  • Knowledge of Texas workers' compensation and insurance statutes and codes
  • Knowledge of wage and salary, benefits, recruitment, and staffing
  • Ability to manage budget and personnel
  • Ability to implement policy and procedures
  • Ability to interpret data
  • Strong organizational, communication, and interpersonal skills
  • Ability to effectively facilitate conflict resolution
 
 
Experience:
 
  • Two years administrative or supervisory experience; human resources experience, preferred
  Major Responsibilities and Duties:  Benefits 
  1. Oversee all employee benefit programs such as group health insurance, supplemental insurance products. Make sound recommendations for selection of insurance brokers and carriers.
  2. Oversee all requirements of the Consolidated Omnibus Budget Reconciliation Act (COBRA), Health Insurance Portability and Accountability Act (HIPAA), Affordable Care Act (ACA) and Americans with Disabilities Act (ADA).
  3. Oversee the long-term absences process according to established policy and guidelines, including determining eligibility for various leave programs (e.g., Family and Medical Leave Act (FMLA) and Temporary Disability Leave (TDL).
  4. Develop, coordinate, and implement the wellness initiatives of the district in partnership with the Benefits Specialist and/or wellness consultants.
  5. Deliver clear and consistent communication to employees on the services available through our Employee Assistance Program (EAP). Assist employees in gaining access to services as appropriate.
   Risk Management 
  1. Direct and manage the district's workers' compensation, and safety programs.
  2. Take a leadership role in analyzing and negotiating workers' compensation policy and make sound recommendations for selection of insurance brokers and carriers.
  3. Work with brokers, insurers, service providers, and district personnel on the design, implementation,
  4. Receive and process workers' compensation claims. File all appropriate forms and reports with carrier and Texas Department of Insurance, to include wage statements, first report of injury, supplemental report of injury, and job information in a timely manner.
  5. Establish and maintain contact with injured employees and provide assistance with claims and obtaining care as appropriate.
  6. Provide safety guidelines and training for district staff to facilitate reporting work-related illnesses and injuries.
  Employee Relations 
  1. Assist with identifying and responding to employee issues; work in collaboration with district leadership to ensure preemptive and effective employee communications.
  2. Develop, implement, administer, and monitor procedures for employee leave and absence management system. 
  3. Oversee the process for employee leave requests such as Family Medical Leave, Temporary Disability Leave and Extended Leave. 
  4. Work collaboratively with employees and supervisors to review and process employee accommodation requests.    
  Policy, Reports, and Law 
  1. Implement the policies established by federal and state law, State Board of Education rule, and local board policy. Recommend sound policies to improve program.
  2. Compile, maintain, and file all reports, records, and other documents required.
  3. Follow district safety protocols and emergency procedures.
  4. Assist with employee handbook updates to inform employees of personnel policies, procedures, and programs that affect them.
  Budget 
  1. Provide input on budget based on documented needs and ensure that operations are cost effective, and funds are managed wisely.
  Personnel Management 
  1. Select, train, supervise, and evaluate staff and make recommendations relative to assignment, retention, discipline, and dismissal.
  2. Develop training options and/or improvement plans to ensure exemplary Benefits and Employee Relations operations. 
  Supervisory Responsibilities: Supervise, evaluate, and recommend hiring and firing of assigned staff.   Mental Demands/Physical Demands/Environmental Factors: 
  • Tools/Equipment Used: Standard office equipment, including computer and peripherals
  • Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting
  • Motion: Frequent repetitive hand motions; frequent keyboarding and use of mouse
  • Lifting: Occasional light lifting and carrying (under 15 pounds)
  • Environment: Work is performed in an office setting; may require occasional irregular and/or prolonged hours
  • Mental Demands: Maintain emotional control under stress; work with frequent interruptions
