We are looking for an HR Specialist with 5 to 7 years of experience in a Federal or DoD (preferably Navy) environment. Willingness to travel to Philadelphia PA and other local Naval offices to work when necessary is required. Telework and/or work from our corporate office available based on customer's approval. The job duties include examining and providing recommendations on human resources laws, policies, rules, and procedures, and providing professional advice and counsel to employees, supervisors, and managers. Support Employee Relations functions such as drafting local instructions and policies, drafting informal and formal disciplinary letters, attend pre-action meetings with employees and supervisors, provide advice and guidance, draft investigatory reports and provide training on employee relations topics. Will shall support process improvement teams and special projects of diverse Labor and Employee Relations programs, which require the support of developing briefs, tracking data, providing metrics, and keeping Labor and Employee Relations Supervisor apprised of program progress.
Must be US citizen and able to obtain granting of Government clearance.
Must have solid understanding of OPM/DoD regulations, policies, and practices under Title 5, United States Code, and other statutes and legal authorities as applicable to provide informational support to Federal customer officials, supervisors, and employees as they relate to the HR management principles.
Experience utilizing various systems a plus, to include but not limited to, ECOMP, Automated Query Systems (AQS), Automated Claimant System (ACS), Defense Civilian Personnel Data System (DCPDS), Total Workforce Management System (TWMS), Navy-Enterprise Repository Program (N-ERP), Defense Civilian Pay System (DCPS), USA Staffing, USA Jobs, On-Boarding Manager, Electronic-Director, Acquisition Career Management (e-DACM), Joint Personnel Adjudication System (JPAS), HRLink, Enterprise Data Warehouse (EDW), Total Force Manpower Management System (TFMMS), Electronic-Director, and Employee Verification System (E-Verify), as well as various internal HR tools (eOPF, etc.).
