Job description

This position is in the Office of Management (OM), Significant Incident Preparedness and Response Staff (SIPRS).
The primary purpose of this position is to specifically develop, interpret, write, apply, and evaluate emergency operating plans and other action documents that assure Headquarters (HQ) readiness posture in such areas as emergency operations, mass casualties, emergency action planning, and crisis support.Qualifications: Applicants must meet all qualifications and eligibility requirements (including time-in-grade restrictions, specialized experience and/or education) by the closing date of the announcement, as defined below:
Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration at the GS-13 grade level.)
For the GS-13 level: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that demonstrates 4 of the 6 areas:
1. Experience planning and/or implementing a natural disaster and national emergency preparedness/response.
2. Experience coordinating continuity of operations and preparedness plans for the organization to respond to major emergencies.
3. Working with governmental and non-governmental agencies, including the Federal Emergency Management Agency to integrate continuity plans.
4. Collecting and analyzing data to evaluate the effectiveness of emergency and continuity of operations plans.
5. Experience working with FEMA Homeland Security Exercise Evaluation Program.
6. Developing or delivering presentations to leadership and stakeholders on complex programs or processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Education: Education cannot be substituted for experience at this grade.Employment Type: FULL_TIME
