Department of Revenue is recruiting for an Electronic Publishing Design Specialist 2 position. This is a Limited Duration position that is expected to end January 31, 2026. We are looking for talented, detail-oriented individuals to join our Information Technology Division in the Forms and Publications Unit. This position is headquartered in our Salem office; however, the successful candidate may be eligible for in state hybrid work. Hybrid work consists of performing duties onsite in a standard office environment and working remotely.
This is a limited duration appointment that is expected to end on or before January 31, 2026. Limited duration appointments are benefits eligible and have a designated maximum length of service. This position has the potential to become permanent.
In order to be considered for Department of Revenue recruitments, you must reside within (or be willing to relocate to) the state of Oregon or one of its metropolitan areas.

What You Will Be Doing
Below is a sampling of job duties. It is not meant to encompass all duties.
  • Uses design software to edit and create complex layouts for a variety of documents, including forms, instructions, publications, booklets, and manuals for the Oregon Department of Revenue.
  • Analyzes new and existing documents and evaluates them for clarity, effectiveness, efficiency, and conformity to department requirements.
  • Make fillable forms and post documents online.
  • Maintains current knowledge of editing, forms design, Electronic Publishing, and consulting skills as necessary for this position through training, self-instruction, and online research.
  • Consults with program representatives to help deliver information to targeted audiences.

This Is What You Need To Qualify
MINIMUM QUALIFICATIONS
Four years of graphics arts design production experience.
A Bachelor's or Associate degree in Graphic Arts may substitute for two years of experience.
A Bachelor's degree in Fine Arts with a minimum of 18 quarter (12 semester) hours of graphic arts courses may substitute for one year of the experience.
The top candidates on the list will have specialized training or experience in color separation and correction, scientific illustration, and/or graphics or web software.
Transcripts must be submitted for all required and/or related courses.
NOTE: Applicants invited for an interview should be prepared to present a personal portfolio of their work for review at that time.
The ideal candidate will possess the following desired skills and attributes:
  • Knowledge of the use of a variety of software applications including Adobe Creative Cloud Suite (InDesign, Acrobat, Illustrator, Photoshop, etc.) and Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint, etc.) Must have extensive experience using InDesign.
  • Ability to collaborate with partners, department clients and business partners to create complex layouts for a variety of documents, primarily forms, instructions, and publications.
  • Analyzes new and existing documents and evaluates them for clarity, effectiveness, efficiency, and conformity to department requirements.
  • Applies publishing (editing, layout, design) standards to all forms and publications for the public.
  • Ability to edit technical language into clear, easily understood text.
  • Excellent communication skills with the ability to clearly communicate to technical audiences, department employees, and lay audiences.
  • Analyze files for web and print distribution, including creating fillable PDFs of agency forms and posting forms on the web.
  • Manages time and projects in an efficient manner and works in a fast-paced environment to meet assigned deadlines and strict timelines.
  • Has strong organizational skills and excels at working independently, while also working as part of a larger team.

  • The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.
