REPORTS TO: Chief Building Official
DEPARTMENT: Community & Economic Development
HIRING RANGE: $57,499-$71,874/ Annual DOQ
SALARY RANGE: $57,499-$86,249/ Annually
NATURE OF WORK
Under the direction of the Chief Building Official, inspect and enforce building codes and ordinances, review plans and plan changes to ensure conformity to all applicable building, plumbing, mechanical, and electrical codes for residential and commercial construction. This position involves a great deal of interaction with the public including explaining codes and ordinances to builders, contractors, designers, homeowners, and other customers.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed herein are illustrative of the essential duties of the job, and do not include all duties that may be required.
  • Review commercial and residential projects for compliance with building codes, city ordinances and state laws.
  • Serve as authority on code interpretation.
  • Inspect electrical installation and equipment for code compliance; ensure that circuits can operate without overloads.
  • Inspect all work authorized by permits on commercial and single-family residences to assure conformity to approved plans and applicable ordinances, codes, laws, and procedures.
  • Determine completeness and accuracy of building permit applications, perform required legal notification, and review for code and standards conformity. Coordinate technical review and serve as Town liaison to customers.
  • Respond to field emergencies and coordinate appropriate responses.
  • Issue "Stop Work" orders and "Unsafe for Occupation" notices as needed.
  • Conduct pre-application and pre-construction meetings.
  • Review and approve proposed alternative materials and methods of construction.
  • Work with other staff on difficult code compliance and interpretations.
  • Review soils reports and determine their application.
  • Receive complaints/inquiries from customers relative to construction conditions or activities in the community. Gather all pertinent data, evaluate the facts of the situation, and attempt to handle at first contact.
  • Interpret codes, regulations, standards, plans and specs, legal descriptions, and various governmental documents.
  • Represent the Town at building code conferences and informational meetings.
KNOWLEDGE, SKILLS AND ABILITIES
  • Must have a working knowledge of construction practices, codes, and land use planning concepts.
  • Requires a thorough understanding of zoning, municipal and administrative codes, and the public information process.
  • Must have excellent communication skills to deal effectively with architects, engineers, and other development professionals.
  • Must be skilled in problem solving and have the ability to make accurate and immediate decisions.
  • Must have the ability to work independently with very little supervision or oversight.
EDUCATION, EXPERIENCE AND TRAINING
  • High school diploma or equivalent.
  • Minimum of two years progressively responsible experience in building inspection, construction, or design.
  • Certifications from ICC a plus.
  • A Colorado State Journeyman or Master Electricians License is required.
  • Must possess a valid drivers license and provide proof of and maintain a safe driving record.
PHYSICAL WORKING ENVIRONMENT
The physical demands listed herein are representative of those that must be met by an employee to successfully perform the essential duties of this job. This list may not be all-inclusive.
While performing the duties of this job, the employee is regularly required to see, talk, hear, and use hands and fingers to touch, handle, grasp, push and pull. The employee is frequently required to stand, walk, sit, and reach with hands and arms. Some work is performed indoors with prolonged sitting and typing at a computer. Inspections are performed outdoors and require combinations of standing, walking, climbing, kneeling, stooping and bending, with occasional lifting of 20 - 30 lbs. The environment is sometimes stressful in trying to meet customer needs and/or issuing correction and stop-work notices for non-compliance. There is some exposure to noise, fumes, odors, and dust as well as occasional poor ventilation, slippery work surfaces and the hazards related to water and electricity during inspections. Use of protective clothing such as hard hat, steel-toed boots, and safety vest and rain gear may be required at times. Hand-eye coordination and fine manipulation skills are necessary to operate computers and various office machines. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
