Job Description
The NYC Department of Buildings is responsible for ensuring the safe and lawful use of buildings and properties by enforcing the NYC Construction Codes, Energy Code and Zoning Resolution. This position performs supervisory work in the inspection of the condition and safety of cranes, machinery and equipment used in hoisting and rigging for confonmity with NYC Construction Codes, Department rules, other pertinent Jaws and rules, and approved plans and specifications.
Under direction:
- Assists and supports the Chief and Assistant Chief with daily operations.
- Monitors, adjusts, and approves inspectors' routes and submitted inspection record per relevant protocols.
- Supervises inspectorial staff; prioritizes, assigns, and coordinates workflow to ensure timely achievement of unit goals.
- When conducting inspections in the field, responds to, reports, and investigates accidents, incidents and complaints; issues violations, summonses and stop work orders; and verifies licenses of onsite workers.
- Explains and enforces laws and rules relevant to the field.
- Coordinates and makes joint inspections with other inspectors and makes special field inspections. Performs special investigations of hoists and cranes.
- Testifies in court, as needed.
- Studies drawings to obtain details for inspections.
- Maintains records and makes reports.
- Train subordinates in their duties.
- May review applications relevant to the field.
- Represents the Department at meetings and conferences with representatives of public agencies and private entities.
- May operate a motor vehicle in the performance of assigned duties.
- May perform special assignments as needed.
Additional Information:
Qualifying experience in the minimum qualification requirements must be for cranes.
A valid New York State Department of Motor Vehicles Driver's License maintained for the duration of employment. At the time of appointment, all candidates residing in New York City who are US citizens must apply to receive Special Patrolman Status.
Qualifications
1. Five years of full-time satisfactory experience in one or a combination of the following: as a rigger handling gear and equipment in the hoisting and rigging business; as an inspector of hoists and rigging; as a licensed crane operator; as a crane mechanic; or as an engineer in the design of plans and specifications for cranes, engineering investigations of crane incidents, and/or field assessments of stability and safety of cranes; or
2. Three years of experience as described in "1" above, and sixty (60) credits towards a degree in civil or mechanical engineering from an accredited college or university; or
3. Completion of an apprentice program, a minimum of three years in length, in the hoists and rigging trade or hoists and rigging inspection and one of the following: (a) Two years of experience as described in "1" above; or (b) 60 credits as described in "3" above; or
4. A license as a professional engineer issued pursuant to the New York State Education Law.
5. Education and/or experience which is equivalent to "1," "2," or "3" above.
6. To be eligible for placement to Assignment Level II, individuals other than licensed professional engineers must have, after meeting the minimum requirements, at least one additional year of experience as described in "1" above.
7. To be eligible for placement to Assignment Level III, individuals other than licensed professional engineers must have, after meeting the requirements for Assignment Level II above, at least one year of experience as described in "1" above in a supervisory capacity.
