DESCRIPTION
  • Up to $25,000 signing bonus (depending on qualifications)

Under direction of the Electric Utility Director, plan, schedule, assign, and supervise the work of line crews engaged in the construction and maintenance of overhead and underground electrical distribution systems, substations, hydro facilities, and street lighting systems; provide safety, technical, and construction training to crews; coordinate the electric operations activities with other divisions and departments; and to do related work as assigned.
JOB REQUIREMENTS

  • Develop and implement divisional goals, objectives, policies, and procedures.
  • Plan, organize, direct, and inspect Electric Distribution Division activities including those related to the reliable and economic operation, maintenance, and construction of transmission circuits, distribution circuits, and electrical substations including maintenance of overhead and underground infrastructure, substations, hydroelectrical plant, warehousing, street lighting and metering.
  • Coordinate the work of line crews with property owners, contractors, other utilities, and City departments.
  • Provide administrative coordination for large customer outages or during multiple coincident power outages.
  • Direct, oversee and participate in the development of the Electric Distribution Division work plan; assign work activities, projects, and programs; monitor work flow; review and evaluate work products, methods, and procedures.
  • Prepare the Electric Distribution Division budget; assist in budget implementation; participate in the forecast of additional funds needed for staffing, equipment, materials, and supplies; administer the approved budget.
  • Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; implement discipline procedures as required; maintain discipline and high standards necessary for the efficient and professional operation of the department.
  • Research and recommend the purchase of equipment, materials, and supplies necessary to maintain a reasonable inventory and support the economic and reliable operations of the department.
  • Oversee proper handling and disposal of surplus equipment in compliance with regulatory requirements and City policies.
  • Prepare and/or review and approve planned and emergency switch logs and/or programs for all City owned high voltage facilities.
  • Prepare and manage various contracts related to the operation of the Electric Department including; vegetation management, trenching and excavation, safety training, specialized construction, testing and repair contracts that relate to transmission and distribution.
  • Prepare and present staff reports and presentations to City Council for their action and provide updates on projects and obtain project approvals outside of normal business hours; develop compliance strategies with recommendations to Utility Director and/or City Council, and other necessary correspondence.
  • Prepare and manage the performance of CPUC annual inspections on City owned electrical distribution and substation facilities.
  • Assist the Utility Director and Engineering Division with the determination of system needs and in planning modifications or additions to the electric facilities.
  • Research and prepare technical and administrative reports; prepare written correspondence.
  • Work closely with the Engineering Division in the review of work methods, materials, and procedures and on the implementation of designed projects.
  • Ensure that proper safety precautions and Federal, State, and City codes are followed when crews are working.
  • Perform project management and inspection duties for contract work for conformance to State and City standards and accepted practices.
  • Develop and implement condition based and preventative maintenance programs for distribution systems and other electrical equipment.
  • Ensure compliance with all City, State, and Federal safety, reporting, and training regulations.
  • Be an integral team player, which involves flexibility, cooperation, and communication.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS
Knowledge of:
  • Methods, materials, and tools used in the construction and maintenance of overhead and underground street lighting and electrical distribution systems.
  • Laws and regulations covering the erection, construction, and maintenance of overhead and underground power lines in California.
  • Installation and maintenance of transformers, circuit breakers, switches, meters, and other electrical equipment.
  • Principles of supervision, training, and performance evaluation.
  • Safe equipment operation and construction work practices.
  • Advanced knowledge in the application of codes and safety procedures.
  • Record-keeping and reporting procedures.
  • Microsoft applications such as Word, Excel, and Outlook, and other software as necessary.

Ability to:
  • Plan, schedule, and assign work for others.
  • Read and interpret construction plans and specifications.
  • Supervise, train, and evaluate subordinates.
  • Keep records and prepare reports.
  • Make estimates of materials and costs.
  • Follow oral and written instructions.
  • Communicate clearly both orally and in writing.
  • Establish and maintain cooperative relationships with those contacted in the course of work.
  • Research, learn, and implement new technologies.

Experience:
  • Minimum of seven years journey-level electrical line work.
  • Minimum of two years of experience in a supervisory role.

Education:
  • High school diploma or G.E.D.
  • Certification in First Aid, CPR, and AED.
  • Journeyman lineworker recognized by the IBEW 1245.

Necessary Special Requirement:
  • Possession of a valid Class C California Driver's License.
