CURRENT VACANCY IS IN THE E-911 EMERGENCY COMMUNICATIONS DEPARTMENT

STARTING SALARY $41,167.00


Minimum Qualifications:
High School Diploma or GED required, supplemented by vocational or technical training in related field; supplemented by two years of public safety dispatch and/or emergency communications experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess or obtain the following within one (1) year of employment: Georgia Crime Information Center (GCIC) and National Crime Information Center (NCIC) Certification, Emergency Medical Dispatch (EMD) Certification, Georgia Peace Officer Standards and Training (POST) Certification, and Certification on all Dispatch Consoles.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

EXAMINATION:
The examination will consist of an evaluation of education and experience, accomplished by analysis of the application. Application must document that the applicant possesses the minimum knowledge, skills, education and experience as listed to be rated as qualified. If selected, an official, accredited college transcript is required, at time of employment, for all degrees/course work used to qualify for this position.

The purpose of this classification is to perform duties related to answering and dispatching emergency 911 calls in the Emergency Communications Department. Responsibilities include answering emergency and non-emergency 911 calls, providing life-saving instructions, and dispatching appropriate response units in a timely manner while ensuring field units' safety. This classification is distinguished from E911 Communications Officer III in that this class answers emergency and non-emergency calls, monitors service providers' activities, and dispatches calls; whereas the latter conducts training classes for E911 Communications Officer I and serves as shift lead as required. Incumbent works within a 24-hour, seven (7) days per week operation and performs shift work as required, including working holidays and weekends.

Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Answers incoming emergency and non-emergency voice and Telecommunication Device for the Deaf (TDD) calls from the public: determines nature of call and correct signal and/or code; simultaneously enters information into the Computer Aided Dispatch (CAD) System; assigns priority to calls; and advises supervisors of all priority calls.

Provides lifesaving and pre-arrival instructions to callers in emergency medical situations, remains available to callers while units are in route, and checks medical status.

Dispatches appropriate agency (e.g., police, fire, marshal, emergency medical services) to scene through use of radio and Computer Aided Dispatch (CAD) System and coordinates multi-unit and multi-jurisdictional response calls.

Maintains awareness of available response units: dispatches calls to available units; maintains contact with response units to provide information and instructions regarding emergencies; and assists in the coordination of correct response.

Utilizes computer to enter and retrieve data/information related to police, fire, and emergency medical service activity: retrieves and relays information from the Georgia Crime Information Center (GCIC) and National Crime Information Center (NCIC), such as driver's license, weapon registration, vehicle tag, article identification numbers, date of birth, etc. to law enforcement personnel.

Contacts appropriate agencies by telephone to confirm warrants at the request of law enforcement officers and relays information regarding located, recovered, or stolen articles.

Assists with training of new hires on radio channels as they come out to the floor: writes daily observation reports, mentors and advises trainee; shadows/assists assigned trainee; ensures that trainee follows protocol, policies and procedures; and makes recommendations to training division.

Making phone calls to complainants, alarm companies, wreckers, EMS, and other agencies.

Retrieve and relay information from GCIC (Georgia Crime Information Center) and NCIC (National Crime Information Center such as driver's license, weapon registration, vehicle tag, article identification numbers, date of birth etc.

Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
