GENERAL DESCRIPTION:   Perform highly advanced (senior-level) managerial work administering the daily operations and activities within an ICT Unit(s)/Region. Work involves establishing goals and objectives; developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving established goals.  Coordinate and evaluate division activities; develop and evaluate budget requests; monitor budget expenditures.  Plan, assign, and supervise the work of others. Work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Manage the day-to-day activities of staff within a DPS Region.

2. Oversee the regional activities and operations of telecommunications facilities and coordinate response activities as needed.

3. Oversee telecommunicator and analytical staff development plans and activities.

4. Oversee the development and implementation of techniques for evaluating intelligence products.

5. Oversee the establishment of goals and objectives; develop and approve schedules, priorities, and standards for achieving goals; manage evaluation activities.

6. Oversee the development of guidelines, procedures, policies, rules, and regulations; monitor compliance with policies and procedures.

7. Provide technical guidance for intelligence production efforts of the Division.

8. Represent ICT at meetings and conferences or on boards, panels, and committees.

9. Oversee special investigations, program analyses, research studies, and internal audits.

10. Oversee the development, review, revision, and implementation of legislation.

11. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

12. Perform other duties as assigned.

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education - Graduation from a standard senior-high school is required. Graduation from an accredited four-year college or university with a major in law enforcement, intelligence analysis, business administration, or a related field is preferred.

Experience - Minimum of eight (8) years' experience performing telecommunications or analytic work in law enforcement, intelligence, military, or government environment.  Knowledge of telecommunications and/or intelligence and crime analysis processes; law enforcement operations, and telecommunications or analytical functions as it is related to law enforcement is required. Two (2) years of supervising telecommunications or analytical work is required.

Substitution Note:  Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.  Note: thirty (30) semester hours is considered equivalent to one (1) year of education.

Licensure and/or Certification - Must possess a valid driver license from state of residence.  Must be able to receive SECRET security clearance from the US Department of Homeland Security.

Regulatory Knowledge - Knowledge of telecommunications and/or intelligence and crime analysis processes; law enforcement operations, and telecommunications or analytical functions as it is related to law enforcement is required. Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures relevant to fusion centers, law enforcement, and national intelligence.

Supervisory/Managerial/Leadership skills - Knowledge of management, public administration, and supervisory methods and principles, performance and productivity standards, and fiscal/budget management.  Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness.  Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.

Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills - Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills - Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Research and Comprehension - Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner. Knowledge of criminal intelligence systems operating policies and guidance.

Analytical Reasoning/Attention to Detail - Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Knowledge of the intelligence cycle process for developing raw information into finished intelligence products.

Technology (computers/hardware/software/operating systems) - Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.  Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Travel and/or Schedule - Availability for after-hour, weekend, and emergency activations is required. Telecommuting up to 5 days per week.  Travel statewide up to 7 days per month.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change. 

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary. 

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
