GENERAL DESCRIPTION: Performs advanced (senior-level) administrative and supervisory program work for a 24-hour communications facility(s). Work involves establishing program goals and objectives; developing program guidelines, procedures, and policies; onboarding and training new employees, maintaining licensing requirements, developing schedules, priorities, and standards for achieving program goals; monitoring and evaluating program activities; developing and evaluating budget requests; and coordinating program activities. Assists Police Communications Operators and /or augments the duties of a Police Communication Operator when required. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Supervise facility personnel, duty assignments and schedules to ensure continuous 24-hour operation.Coordinates communication mission for special events and disasters in coordination with the Department and other state and local agencies.
2. Establish goals, objectives and proceduresfor staff.Provides recognition, training/coaching, counseling, and discipline for facility staff according to DPS policies and procedures.
3. Ensure all information is disseminated in compliance with laws and federal regulations regarding privacy and security; ensures proper procedures and techniques are used.
4. Monitor the research, evaluation and analysis of intelligence information covering a broad range of issues, including homeland security.
5. Oversee local budget by tracking expenses, gathering and submitting budget information including; scheduled expenditures, obtaining bids, and monitoring purchasing trends within their area.Serve as custodian of large inventory of state property.
6. Act as departmental liaison with other services, other law enforcement agencies and general public.
7. Inspect, troubleshoot and assist in repair of communications equipment at facilities and remote sites.
8. Assist in the design, testing, and/or maintenance of operational manuals, databases, software, hardware, and peripheral equipment. Serves as TCIC and NCIC control Terminal Agency Coordinator.
9. Instruct in training schools and provide assistance and/or guidance to criminal justice agency personnel on communications operational matters.
10. May investigate complaints involving violations of departmental, CJIS and TLETs rules and regulations by subordinates and/or other staff members.
11. May be considered essential personnel, testify in court regarding station records or events and work before, during or after an emergency or disaster.
12. May be required to qualify annually on shooting range with a Department issued shotgun and maintain a level of proficiency necessary to apply deadly force if needed in accordance with Texas law and Department policies and procedures.
13. Attend work regularly and observes approved work hours in accordance with agency leave and attendance policies.
14. Perform other duties as assigned.
Qualifications:
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education - Graduation from a standard senior high school or the equivalent is required. Graduation from an accredited four-year college or university with a major in Criminal Justice, Business Management, Information Systems, Government, History, Statistics, Social Science, or a related field is preferred.
Experience - Minimum of four (4) years' experience in law enforcement crime analysis, dispatch, or emergency communications work preferred.
Substitution Note:Education of the type described may be substituted for the experience requirement on a year-for-year basis.
Licensure and/or Certification - Must obtain a Telecommunication Operator license from TCOLE with required continuing education. Must be able to obtain a Basic Instructor Certificate from TCOLE within twelve (12) months. Must successfully complete FEMA: 700-a, ICS-800b, ICS-300 and ICS-400 within twelve (12) months.Must possess a valid driver license and automobile insurance. Must be eligible to secure and maintain a secret level security clearance.
Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State, and Federal regulations, legislation, guidelines, policies, and procedures. Knowledge of Federal Communications Commission's rules and regulations pertaining to operating public safety communications equipment.
Supervisory/Managerial/Leadership skills - Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management.Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.
Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.Must demonstrate DPS' core values: Integrity, Excellence, Accountability, and Teamwork.
Organizational and Prioritization Skills - Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Presentation/Communication Skills - Must be able to effectively communicate and present information and/or training to individuals and a wide variety of audiences.Must be able to produce clear, concise, and professional documents, reports, and presentations.
Research and Comprehension - Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail - Must be analytical, detail-oriented, and able to multi-task without sacrificing accuracy or timeliness.Ability to analyze problems, identify causative factors, and apply actions to effectively resolve current issues and prevent recurrences of problem conditions.
Technology (computers/hardware/software/operating systems) - After training, monitor and/or operate multi-channel two-way radio systems, UHF radio systems, computer terminals, telephone/switchboard systems, 24-hour recording machines, and building security equipment. Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), and able to learn new software/systems as applicable to the position.
Confidentiality and Protected Information - Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Schedule and/or Remote/Telecommuting work and/or Travel - Travel statewide up to seven (7) days each month. Availability for after-hours and weekend work is required. Some overnight travel may be required. Telecommuting work is not allowable.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
