Doyle- Assistant Director of Health Services - 1.0 FTE

Purpose of Position:
This position provides leadership over all elements of Health Services in the Madison Metropolitan School District.
Essential Duties and Responsibilities:
Program Development & Implementation -
Provide district-wide leadership for the Health Services department, promoting physical, mental and social emotional health of students in a large, urban PK-12 school district
Serve on the core leadership team for the Student & Staff Supports department
Develop and implement project plans that include concrete action steps and a comprehensive monitoring system
Collaborate and coordinate across the Department of Student and Staff Support ensure coherence across disciplines and within teams, programs
Collaborate with the special education leadership team to effectively develop and implement programing for scholars with disabilities (IEP, 504)
Maintain programs intended to prevent injury, promote health and safety, and respond in emergencies, including but not limited to: Stop the Bleed, CPR/AED, Narcan, contraception, menstrual hygiene, etc.
Co-lead the development and implementation of comprehensive school wellness centers in secondary schools
Ensure comprehensive programming and supports for students with life threatening conditions and/or complex health conditions such (e.g. asthma, diabetes, allergies)
Contribute to alcohol and other drug (AOD) program development and implementation
Coordinate vision screening and dental health opportunities for students
Program Evaluation, Assessment, & Data -
Develop comprehensive data collection and analysis protocols to ensure ensure student safety and promote student health
Provide data to collaborating partners/agencies and community members (ABC collaborative, Combat Blindness, Celebrate Smiles, COVID dashboard, UW Health, GHC-SCW)
Report data to to district, state and federal entities, as required (e.g. line list to Public Health)
Assure required reporting to collaborating partners/agencies (DPI, DHS, PHMDC)
Collect, analyze, display and report data on communicable diseases (vaccination, case data and testing data)
Collaborate with a team responsible for analyzing, reporting and action planning around the Dane County Youth Assessment (DCYA)
School Support Systems -
Respond to school support requests regarding health matters (e.g. navigating complex health conditions, determining homebound eligibility, staffing & discipline, best nursing practice, health office systems development)
Consult, coach, and problem-solve with principals and administrators
Support schools in determining eligibility for homebound programming
Professional Development -
Coordinate and provide professional development to school health staff
Promote equity and anti-racist practices through explicit and job-embedded professional development
Lead district-wide professional learning efforts health and wellness (e.g. pandemic response, bloodborne pathogens)
Collaborate and coordinate with leadership in the Student and Staff Support department to develop and implement cohesive and coherent professional learning opportunities
Hiring, Supervision & Evaluation -
Interview, hire, and onboard Health Services and program staff, including both school-based Health Services staff and those with central office leadership responsibilities
Supervise, evaluate, and direct the work of the Health Services leadership team and school-based staff
Central office Health Services team (~6 people)
Pandemic response team (~20 people)
Building-based nurses (~XX people)
Building-based nursing assistants (~XX people)
Family health liaisons (~2 people)
Special needs nurses (~XX people)
Medically fragile SEAs (~XX people)
Investigate and address issues of employee misconduct and/or failure to follow policies, protocols, procedures, laws, etc.
Budget & Allocation -
Manage a multi-million dollar district Health Services budget, including any government and / or grant funds awarded to the district
Coordinate, write and submit grant applications; administer the awarded funds
Develop and articulate Health Services budget proposals and priorities
Complete financial and program reports
Allocate school health resources (Health Services leadership, nurses, nursing assistants, special needs nurses, and medically fragile SEAs)
Develop systems and ensure Medicaid reimbursement for school-based services; maintain legal requirements for nursing practice
Policy Development and Implementation -
Develop and implement Health Services policies / procedures that ensure compliance with state and federal laws
Establish and implement best-practice health procedures that align with district policy; state and federal laws
Ensure compliance with the Wisconsin state statute related to student immunization
Collaborate in the development and implementation of the district wellness policy
Board of Education & Public Relations -
Prepare for and/or present to the Board of Education, media, community forums, families, general public, healthcare partners, government agencies/entities, etc. regarding Health Services and programs
Respond to verbal inquiries, complaints and concerns regarding Health Services; effectively de-escalate as situations necessitate
Develop and implement Health Services policies and procedures
Serve as a liaison to our medical advisory team
External Teams & Partnerships -
Effectively and efficiently communicate and collaborate with medical advisors and medical advisory teams
Represent the district in collaborative efforts to secure resources for the school district and / or students (e.g. health councils, healthcare partners, insurance agencies, government meetings, community agencies)
Serve as a public, community, and student health advocate in MMSD and public spaces (e.g. health councils, boards)
Seek out, develop, and serve as a partnership manager for school health related partnerships (e.g. Primary Access for Kids, Celebrate Smiles, Combat Blindness, ABC Collaborative, Healthy Kids Collaborative)
Emergency & Pandemic Response -
Develop, frequently update, and when necessary implement the district's pandemic response plan
Lead Health Services team in the event of district or school critical incidents or individual health emergencies
Guide the district response and development / implementation of safety protocols during pandemics, local and national health and safety emergencies
Provide ongoing leadership concerning the COVID-19 pandemic
Serve as the Health Services lead internally and publically
Supporting health office staff
Develop and lead implementation of pandemic protocols
Coordinate testing services
Coordinate vaccination efforts
Advise and coordinate mitigation efforts
Develop resources and protocols
Allocate resources to ensure school-based Health Services staff are able to perform their expected job duties, in addition to / despite a pandemic
Adapt and adjust as the pandemic evolves
Education, Knowledge, Skills, Abilities to Perform Essential Job Functions:
Baccalaureate degree in nursing from a university or college school of nursing accredited by the National League for Nursing Accrediting Commission (NLNAC) or Commission on Collegiate Nursing Education (CCNE).
Master's Degree or Doctorate in Nursing Practice
Valid license to practice as a registered professional nurse in the State of Wisconsin per Chapter 441, Wisconsin Statutes, and Section N2.04 of the Wisconsin Administrative Code.
Experience as a School Nurse
Current certification in CPR/AED (renewed on annual basis)
Licensure as a advanced nurse prescriber
Certification as a pediatric or family nurse practitioner
Evidence of and an ability to articulate commitment to equity-focused work and the role that school nursing plays in closing opportunity gaps and eliminating inequitable student outcomes.
Knowledge of and experience with the design and delivery of school nursing, school Health Services, pediatric nursing and population health.
