Overview:
The Isotope Science and Engineering Directorate (ISED) of the Oak Ridge National Laboratory (ORNL) seeks applicants for the Division Director of the Nonreactor Nuclear Facilities Division (NNFD). This position reports to the ISED Associate Laboratory Director. The incumbent will ensure the safe and compliant operations of the NNFD facilities, as well as facilitate research and development (R&D) in the facilities.
NNFD facilities include hot cells, glove box laboratories, as well as interfaces with waste management infrastructure, This position is one of the critical positions in the laboratory from an overall risk and complexity perspective. A significant portion of ORNL's R&D programs depend directly or indirectly on the nuclear capabilities made possible by the facilities under the control of the incumbent. This position will interface with both research and production organizations. Multiple R&D programs representing a wide variety of customers depend on the successful operation of these facilities.
While maintaining extremely high standards of reliability and discipline required by the high hazard work, the incumbent must also create an environment that allows creativity and flexibility essential to R&D. The nature of the R&D work changes frequently. Visiting scientists and users from other institutions that may not have the same cultural norms regarding operational discipline all combine to make this an extremely dynamic and challenging environment.
Major Duties/Responsibilities:

  • Managing the Nonreactor Nuclear Facilities Division to support the research mission of the laboratory. Responsible for the reliable, safe, efficient and sustainable operation of all the Nuclear Facilities with an annual budget of approximately $60M.
  • Ensuring that ORNL's Nonreactor Nuclear Facilities are operated within their approved authorization envelopes.
  • Providing the agreed-upon resources and services to support R&D mission work.
  • Ensuring that formal agreements are in place to describe the roles, responsibilities, authorities, and accountabilities of the facility operations organizations and the programmatic users.
  • Operating Nuclear Facilities to support multiple program efforts including post-irradiation examination of irradiated materials and nuclear fuels, fuel cycle technology development and demonstration, radioisotope R&D and production, used fuel disposition R&D, Loss of Coolant Accident (LOCA) testing, storage of valuable nuclear materials, and remote -handled legacy material disposition.
  • Consolidating the nuclear infrastructure to reduce overall risk and provide the safest and most cost-effective facilities and support infrastructure.
  • Maintaining compliance with Laboratory policies, standards, and procedures as documented in the Standards Based Management System.
  • Interfaces with the site office and DOE program offices to provide input on infrastructure investment activities and cost associated with these activities.
  • Implementing operational standards to meet the expectations of the Laboratory Agenda.
  • Enhancing compliance with all contractual, state and federal obligations, and laws relative to the ORNL nuclear enterprise.
  • Implementing management systems, operations, safety, compliance, and performance assessments across NNFD.
  • Operating within approved budgets.
  • Managing a division of approximately 180 direct and matrixed staff, and actively participating with human resources on succession planning, salary planning, development and discipline.

Qualifications Required:
  • A bachelor's degree in engineering or related technical field with at least ten years of management experience in operations and facility management is required (MS or MBA is preferred).
  • Candidates for this position should have experience in managing Nuclear Facilities and knowledge of R&D activities.
  • A strong record in safe nuclear operations and safety improvement activities is required.
  • Strong leadership skills; business management skills; excellent interpersonal and communication skills; ability to work with a diverse group of customers, including interfacing with executive management; and the ability to effectively manage within a labor agreement are required.
  • This position requires the ability to obtain and maintain a DOE Q clearance.

Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
