Job Description
This Director role within the Citi's Global Financial Controls Group will be responsible for managing the core operations of Citi's global control oversight programs related to Regulatory Reporting and Environment, Social and Governance (ESG) Reporting, covering materiality and risk assessment, controls scoping and documentation, control assessment reviews, issues evaluation, reporting to senior management and governance forums / committees, and other program activities, working closely with cross divisional stakeholders across the firm (first, second and third line of defense teams).
Responsibilities
- Provide oversight and management of Citi's Global Internal Control over Regulatory Reporting (ICRR) and Internal Control over Sustainability Reporting (ICSR) requirements - Act as a senior level point of contact and subject matter expert for cross-divisional teams to ensure appropriate internal controls over regulatory / sustainability reporting
- Prescribe framework, standards, policies/procedures; enforce, support and ongoing monitoring of adherence with requirements related to ICRR and ICSR, leveraging a global network of Business Risk and Control Coordinators
- Lead all aspects of ICRR and ICSR program oversight and governance, including but not limited to: Annual planning; materiality and risk assessment / scoping; select design walkthroughs and reviews; risk and control identification; review and challenge management's self-assessment of control design and operating effectiveness; identification, evaluation of issues and remediation tracking; and reporting to senior management, governance forums and committees to support periodic management internal/external certifications
- Partner with Regulatory reporting and Sustainability reporting teams to track and understand any control / governance related aspects of emerging ICRR/ICSR requirements, and ensure timely adoption / implementation and full compliance by Citi
- Provide trainings to Business Process Owners, Business Risk & Control Coordinators and other key stakeholders related to risk, control and governance requirements and ongoing communication of changes / latest developments
- Deliver timely and concise communication, including production of senior management / committee reporting related to risk & control status, trends, evaluation and remediation tracking of deficiencies, etc.
- Partner with Third Party Management for oversight of ICRR/ICSR relevant vendors, involving review of vendor's control assessment (e.g., SOC 1/2 reports) and assessing impact to Citi's ICRR/ICSR
- Lead/support sufficient quality assurance oversight, as well as any independent testing/reviews by first, second and third line risk and control functions (e.g., ORM, ICRM, Internal Audit)
- Act as primary liaison in charge of coordinating compliance efforts with the IT Risk, Controllers (e.g., SOX Program Office, Regulatory Reporting, SEC Reporting), as well as other Citi's business and corporate functions (e.g., Enterprise Services and Public Affairs, HR, Legal)
- Drive change management / continuous improvement initiatives to ensure efficiency and maintenance of an optimized control environment
Qualifications
- 15+ years of experience in Big Four audits / risk consulting, and/or internal audit, Financial / Regulatory / Sustainability reporting related internal controls, risk and compliance within large banking / financial services organizations
- BA/BS degree in accounting, finance, or other business related field of study
- CPA or CA equivalent certifications are highly preferred
- Expert knowledge of COSO framework for ICFR and experience applying the framework that supports SOX compliance. A candidate with good understanding of the new COSO framework for ICSR will be preferred
- Leader who has the experience managing, influencing, and driving strategic solution development and tactical implementation of requirements across cross-functional teams, without necessarily having direct influence or line of authority
- Demonstrated ability to synthesize complex information, prioritize and drive results in a deadline driven environment, while maintaining attention to detail and accuracy
- Strong interpersonal, written/verbal communication and presentation skills and experience, gained through working with global and diverse business partners, including different layers of management
- Demonstrated experience in risk management practices, tooling, and managing projects related to Financial Reporting, Regulatory and / or Sustainability reporting processes
- Pragmatic problem solver that demonstrates critical and logical thinking to reach feasible solutions
- Experience operating independently while managing multiple projects with strong analytical skills
- Outstanding people leadership skills, self-motivated, highly adaptive and able to work well in a fast-paced, complex and demanding work environment
