General Summary:
Under the general direction of the VP Chief Safety Officer, Operations Safety, manages the agency-wide operational safety program for the protection of Dallas Area Rapid Transits employees, passengers, property and stakeholders.
Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Oversees the development, implementation and ongoing management of safety standards as required by the Federal Transit Administration (FTA) and/or as defined in DARTs Safety Management System Program.
- Manages the annual FTA)/Texas Department of Transportation State Safety Oversight audit process to ensure that the required safety components are reviewed according to schedule. Ensure appropriate personnel are available to provide input as necessary. Ensures annual updates of the SSPP/Agency Safety Plan (ASP).
- Oversees the performance of all audits required by oversight agencies to obtain the best results for the agency to include any findings or recommendations that have been reviewed and accepted by executive management. Serves as key liaison between regulatory agencies and DART staff responsible for input regarding the Agency?s safety performance.
- Chairs the Bus Safety Committee, Rail Safety Committee, and other safety committees as necessary. Reviews Hazard IDs to make sure they are being addressed in a timely manner and makes recommendations for elevation to the DART Safety Committee when necessary.
- Prepares and submits reports, studies, and reviews accident investigations relating to Rail safety to the National Transportation Safety Board and Texas Department of Transportation according to regulation; prepares internal reports and studies relating to safety. Provides reports and briefings to the Chief Safety Officer regarding safety related issues that impact the overall business of the Agency.
- Reviews Hazard IDs specific to Rail/ Streetcar operations to make sure they are being addressed in a timely manner and makes recommendations for elevation to the DART Safety Committee when necessary.
- Oversees DARTs System Safety Program Plan to ensure that employees and contractors who must interface with DART have proper knowledge and follow DART policies and procedures.
- Selects, develops, trains, evaluates, counsels, and if necessary, recommends termination of subordinate personnel according to established policies, procedures, and guidelines to include Equal Employment Opportunity and Affirmative Action (EEO/AA) program goals and objectives.
- Evaluates safety regulations, codes and requirements from federal, state and local agencies and initiates necessary changes to DARTs guiding safety documents. Ensures that all Departments are aware of changes and the Operations Training Division incorporate the changes into their teaching criteria.
- Evaluates the operating system configuration, including equipment, maintenance and manuals prepared by consultants or staff to ensure that safety-related design elements and operation procedures are functioning correctly. Makes timely and appropriate recommendations for modifications when necessary.
- Oversees the accident preventability program to ensure that decisions are consistent and in compliance with accepted standards according to regulation; prepares internal reports and studies relating to safety.
- Oversees the safety training program to ensure that employees and contractors who must interface with the DART operating Bus and Rail system have been properly trained before entering operating areas.
- Remains current on new industry trends, methods and technologies by reading journals and attending seminars and workshops both inside and outside of DART.
- Develops and monitors section budget.
- Performs other related duties as assigned.
MINIMUM KNOWLEDGE SKILLS AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
- Bachelor's degree from an accredited college or university in Business Administration, Safety, Transportation, or other related field.
- Ten (10) years progressively responsible safety experience or related experience to include five (5) years of supervisory experience working with a professional staff.
- Valid Texas Class A, B, or C drivers license, no Driving While Intoxicated (DWI) convictions within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.
- Pass Department of Transportation (DOT) physical (medical) examination, which includes a drug screen in order to operate DART non-revenue vehicles.
- US Department of Transportation, Transit Safety and Security Rail/Bus Certification preferred.
- Proficiency using a personal computer (PC) and software applications to include word-processing, spreadsheets, database, etc.; typical office equipment such as copiers, typewriter, facsimile, etc.; operations control equipment; communications equipment such as beeper, mobile phone, two-way radio, etc.
- Ability to use rigorous logic and methods to solve difficult problems with effective solutions. Can see hidden problems. Is excellent at honest analysis. Looks beyond the obvious and does not stop at the first answers.

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
