HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing
opportunities for equitable growth.
Your Team:
The Office of Government Affairs works with city, state, and federal officials, agencies, policy makers, advocates and planners in the public and private sectors to assess housing policy, land use and planning issues, and manage the City's affordable housing legislative agenda.
Your Impact:
HPD seeks a highly motivated individual with exceptional communication skills to serve as the Director of State Government Affairs on the State policy in HPD's Office of Government Affairs. The Director of State Government Affairs serves to assess, craft, and secure legislative changes needed at the State level to implement HPD's goals of creating and preserving affordable housing, protecting the quality and safety of the City's housing stock, and engaging communities in planning for the future of their neighborhoods.
Your Role:
The Director of State Government Affairs will be a senior member of the Division of Government Affairs team, and plays a critical role, working closely with the Agency’s senior team, Agency partners, and the Mayor’s Office in creating and advancing the Agency’s State legislative and policy agenda.
Your Responsibilities:
Under the direction of the Assistant Commissioner of Government Affairs, the selected candidate will be responsible for the following duties:
  • Lead the Agency’s response to relevant State legislation, providing analysis, and oversee engagement and negotiations with the State Legislature and City Hall;
  • Develop an engagement strategy and timeline for promoting department priorities through the state budget process;
  • Work closely and collaboratively with senior staff to develop, draft, advocate for, and implement HPD’s State legislative agenda;
  • Monitor and analyze State legislation and advise on the agency’s position and response;
  • Provide key political analysis and strategic advice to the Commissioner and senior agency leadership;
  • Manage inquiries from City Hall, other city agencies, elected officials, and constituents regarding housing issues; coordinating responses with key staff from across the agency;
  • Cultivate and maintain relationships with elected officials, advocates, housing groups, and agency partners, including proactively managing regular communication about the work of the Office, both internally and externally;
  • Regularly interface with State elected officials to advance key Agency priorities;
  • Research, draft, and edit public testimony for the Commissioner and other senior staff to deliver at legislative hearings;
  • Coordinate regular meetings the Commissioner and department leadership to provide updates on state legislative engagement;
  • Develop a portfolio of written materials to explain and promote HPD legislative priorities;
  • Lead briefing sessions with the Commissioner and Senior staff to familiarize them with materials that promote state legislative priorities and prepare them for meetings with advocates and legislators.
  • Create briefing documents for key members of the state legislature
  • Travel to Albany for in-person meetings with state legislative staff and state representatives as necessary
  • Prepare the Commissioner and other senior staff to testify and respond to questions at public hearings.
  • Responsible for special projects assigned by the Deputy Commissioner of External Affairs and Assistant Commissioner of Government Affairs as needed.

Preferred skills:
  • 3+ years of experience working on legislative issues or intergovernmental affairs at the state level
  • Excellent verbal and written communication skills.
  • Strong interpersonal and organizational skills.
  • Flexibility, creativity, and the ability to work well under pressure.
  • Demonstrated ability to meet deadlines and manage multiple complex tasks.
  • Knowledge of affordable housing, HPD programs and service, and housing policy broadly.
  • Ability to problem-solve on a wide range of issues.

Minimum Qualifications


A baccalaureate degree from an accredited college and four years of responsible full-time paid experience developing government subsidized housing programs, or performing responsible staff work in the field of housing for a legislative body. Graduate work in an appropriate field may be substituted on a year for year basis. Up to two years of the experience required or education and/or experience equivalent to above. However, all candidates must have at least one year of experience as described above
