Job Summary
The Director ofProcess Improvement and Systems Management serves as an agency leader in project management, continuous improvement practices, and creative thinking to develop and deliver programmatic and IT solutions for the Department of Human Rights.
As the Director ofProcess Improvement and Systems Management you will play a key role in achieving the transformational goals of the Department by directing a unit of staff focused on programmatic and IT systems improvements. In this position, you will identify, implement, and manage strategies, processes, and database system improvements to continually improve the effectiveness of the Department and agency's work.
Hybrid Work Environment

With a telework arrangement, onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required.
Qualifications
Minimum Qualifications

Education and Expereince Requirements:
  • Three (3) years professional experience leading projects, database and/or systems improvements, or in program administration demonstrating substantial knowledge of continuous Improvement and project management strategies. A Bachelor's degree or higher in Information Technology, Computer Science, Project Management or related fields may substitute for year one (1) year of professional work experience.
  • Demonstrated leadership experience sufficient to effectively supervise and direct the work of assigned staff. Demonstrated leadership should include the following:
    • Coaching, mentoring, and/or developing staff while building relationships.
    • Leading teams to meet the organization's expectations for productivity, quality, or goal accomplishment.
    • Understanding of staff development, supervision, and team building.

Applicants who meet the above will be further assessed on the following:
  • Knowledge of project management standards, principles, and practices sufficient to determine program direction, plan work and set goals, and monitor and evaluate project/systems improvement needs and accomplishments.
  • Knowledge of stakeholder analysis, managing issues, risks and requirements, and reporting and change management.
  • Skill in negotiation and facilitation sufficient to participate in discussions among system users, representatives from other state agencies, as well as other vendors on highly complex and sometimes sensitive issues.
  • Enhanced organizational, prioritization and time management skills with the capacity to manage multiple tasks with conflicting priority levels and deadlines.
  • Analytical skills sufficient to comprehend agency goals in comparison to systems functionality and end-user requirements and discuss viable business solutions.
  • Creative problem-solving and critical thinking skills to develop impactful solutions to complex problems.
  • Strong written and oral communication skills sufficient to participate in discussions and assist with communications to both technical and non-technical personnel.
  • Commitment to civil rights.

Preferred Qualifications
  • A Bachelor's degree in Information Technology, Computer Science, Project Management or related fields .
  • Experience working with electronic case management systems such as OnBase or other data management systems.
  • Experience working in development, test, and production environments.
  • Experience navigating complex data flows (retrieval, manipulation and delivery) from multiple disparate sources into a business friendly output of information .
  • Direct supervisory experience
  • Knowledge of fiscal operations, including interpreting and comprehending data and information on spreadsheets, budgeting, financial and accounting principles.
  • Knowledge of experience working within a unionized environment.
  • Ability to provide end user training and develop technical training materials.
  • Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.
