Under the direction of the General Manager, is responsible for overseeing the management of the District-wide Plant Operations and Maintenance, Field Operations and Maintenance, Diamond Valley Ranch Water Reuse, and Laboratory Divisions. Serves as key member of the District's leadership team with significant involvement in overall District strategic planning and management. Ensures that all work is performed safely, and all facilities are maintained in a safe condition.
- Provides leadership and engages in strategic thinking to develop and implement operational goals, objectives, policies and capital improvements, programs, and services for operations while ensuring a customer-service oriented work environment that supports achieving the departments and District's mission, plans, objectives, and values.
- Oversees management of drinking water production and distribution, and wastewater collection, treatment, and reuse. Interprets operating reports, studies, and laboratory tests, to evaluate performance, and to determine the need for possible changes in methods or processes.
- Participates in the preparation of the responsible District budgets and exercises control over the expenditure of funds allocated for wastewater, water, and recycled water operations and maintenance.
- Manages and directs day-to-day operations and maintenance of the District's recycled water facilities, including but not limited to, conveyance, storage, irrigation, and ranching.
- Fosters cooperative working relationships and coordinates District programs and projects with other agencies, private groups, and the public; represents the District at public and other agency meetings.
- Confers with and represents operational departments and the District in meetings with members of the Board of Directors, various governmental agencies, contractors, business and industrial groups, regulators, and the public.
- Develops strategies to ensure compliance with regulatory requirements and long-range planning of District operations.
- Negotiates and maintains contracts and agreements relating to the District's recycled water facilities and Diamond Valley Ranch and provides oversight to the negotiation and maintenance of water and wastewater contracts.
- Maintains Business Continuity Plan, and Emergency Response and Recovery Plan.
- Oversees District participation and implementation in the asset management program, for the Laboratory, Plant and Field Maintenance and Operational departments, and Diamond Valley Ranch.
- Selects, trains, motivates, and evaluates personnel; provides or coordinates staff training; conducts performance evaluations; maintains discipline and high standards necessary for the efficient and professional operation of the departments.
- With support from other Divisions, leads the District efforts to protect and manage District water rights.
- Graduation from an accredited four-year college or university, with a degree in business, public administration, engineering, or a related field is required.
1. Requires ten (10) years progressively responsible experience in the operation of water, wastewater, and/or recycled water systems.
2. Requires five (5) years increasingly responsible management-level experience overseeing operational programs and professional staff.
Requires knowledge of operation and management of water, wastewater, and recycled water facilities.
Requires an ability to understand and abide by the regulatory requirements and policies under which the District operates, including but not limited to the District's Waste Discharge Requirements, Drinking Water Supply Permit, California Waterworks Standards, and other relevant sections of California Code of Regulations Title 22 (Division 4), the District's Purchasing Policy, and California Public Contract Code and Public Utility Code.
Requires the ability to analyze technical operational problems and to determine proper remedial action.
Requires the ability to read, maintain, prepare, evaluate, and utilize technical reports and specifications.
Requires knowledge of water rights related to domestic, fresh, and recycled water.
Requires ability to work in a highly regulated environment, with knowledge of Lake Tahoe basin permitting and construction requirements.
Requires knowledge of public agency operations or utility management.
Requires excellent written and verbal communication and organizational skills.
Requires the ability to understand and convey District policy and regulations to the public, Board of Directors, and partner agencies.
Requires the ability to read, understand, and follow verbal and written instructions.
Requires ability to present oral and written reports to committees, agencies, public interest groups, and Board of Directors.
Requires the ability to maintain cooperative relationships with other divisions, departments, agencies, and users of reclaimed wastewater
Requires ability to recruit, train, instruct, supervise, evaluate, motivate, develop and appropriately discipline staff.
Requires ability to establish and maintain job-specific employee safety program.
Requires knowledge of emergency response principles and the ability to assume responsibility for specified Emergency Operations Center Functions as defined in the District's Emergency Response and Recovery Plan.
Requires working knowledge of personal computers and associated word processing, spreadsheet, and engineering related programs, as well as modern office practices and methods.
Possession of a valid driver's license, acceptable by the State of California, with a driving record which enables insurability, is required.
Must have current, valid CPR and First Aid certification, or ability to obtain within two (2) years of hire date.
