Essential Job Duties
- Strategizes, plans, coordinates, directs and designs Information Technology (IT) related activities of the City. Oversees and manages activities of the department including innovation, deployment, monitoring, maintenance, troubleshooting, development, upgrades and support of systems, such as servers, PCs, operating systems, hardware, software and peripherals; and end-user services, including help desk and tech support services and other information and communications systems and functions.
- Maintains a well-integrated technology infrastructure. Develops and maintains long- and short-range plans for IT services. Develops, updates and implements architectural design and system applications.
- Oversees City information security. Maintains a business continuity and cyber incident response plan.
- Ensures consistent professional representation of the department in providing quality, customer focused, internal and external services. Maintains highly responsive and proactive support services.
- Develops and implements policies and procedures in accordance with industry best practices.
- Collaborates with stakeholders to understand and define business and system requirements.
- Negotiates and manages service agreements and licensing contracts. Purchases hardware, software, networks and related equipment. Work closely with vendors to ensure the best pricing and equipment.
- Establishes and maintains a full-range of IT support services such as the City website, intranet, internet and future technology advances. Maintains outside agency inter-connectivity.
- Stays abreast of technology trends. Forecasts IT resources needed. Benchmarks, analyzes and makes recommendations for improvement and growth of the IT infrastructure and systems.
- Maintains, updates and safeguards an electronic records management system. Ensures compliance.
- Analyzes work orders including analysis of time to complete and proposed solutions.
- Identifies, develops, prioritizes and coordinates end user training.
- Actively participates as a member of the City's senior management team providing strategic thought leadership and technical expertise on decisions having significant organization-wide impact.
- Models and fosters the City's Core Values by establishing and nurturing a work environment that will promote and maintain a high level of positive morale and productivity.
- Develops and administers the department budget. Approves, monitors and maintains expenditures within budget guidelines. Ensures optimum employee levels. Controls and minimizes labor overtime and expenses. Uses resources effectively.
- Attends, and presents at, City Council meetings.
- Participates in the employment process. Assigns, trains, supervises and evaluates work of staff.
- Ensures performance evaluations are conducted as required to guide development of employees and provide a record of performance. Develops and implements improvement plans, as needed. Initiates, documents and implements disciplinary actions as approved by Human Resources.
- Ensures compliance with personnel policies.
- Maintains current standard operating procedures. Ensures staff maintain current desk procedures and tasks to fully understand and explain position responsibilities.

Qualification Requirements
- Any combination of education and experience equivalent to a Bachelor degree in Information Technology (IT) and ten years of IT experience including five years of IT operations management and supervisory experience. Public sector experience preferred.
- Current WA State Driver License, or ability to obtain within six months of employment and maintain.
- The field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by example in this job description.
- Principles and practices of management and supervision, including planning, staffing, selection, training, coaching, directing, coordinating and evaluating.
- Current trends, principles and practices of IT system operations and network administration.
- Complex IT security practices and terminology. Cyber-security best practices.
- Applicable federal, state, and local laws, codes and ordinances.
- Safety and security hazards, precautions, standards, policies and procedures.
- Budget administration; Advanced mathematics; Time management; English composition and grammar.
- Advanced computer operation, networks, servers and software packages for PC's including Microsoft and similar computer applications and databases. Telephone systems, hardware and software.

- Strategically plan, prioritize, implement, coordinate and evaluate programs, staffing and services.

Working Conditions
- Works in an office or meeting room setting.

This is an FLSA-exempt position and, as such, is not entitled to overtime. The position is also subject to an "employee at will" doctrine.
- Vacation leave will be earned at a rate of 10-hours per month and will be available for use upon successful completion of the initial review period.
- Sick leave will be earned at a rate of 8-hours per month.
- Annual Paid Holidays (1st year prorate): Eleven 8-hour designated holidays (11th holiday for AFSCME positions under MOU through 2025) + one 8-hour floating holiday.
- Medical/Dental/Vision plans. We have two health plans to choose from: 1) High Deductible Health Plan (the City pays 100% of the employee premium); or 2) $250 deductible plan (the City pays 90% of the employee premium). The High Deductible Plan includes a City contribution to a Health Savings Account (HSA) in the amount of $125/month for the employee or $250/month for the employee with dependents. The City pays 75% of dependent premiums under either plan.
- Membership in the WA State Public Employee Retirement System (PERS).
- Optional participation in a Section 457 Deferred Comp Plan with a City match up to 2% of base pay.
- $25,000 basic life/$25,000 AD&D insurance policy with premiums paid by the City on the employee's behalf.
