The Director of Finance will conduct accounting, financial reporting, and financial analysis functions, be a key contributor to the development of policies, programs, and procedures governing financial and accounting operations, and prepare financial statements, forecasts, and analysis.

Essential Functions

  • Prepare financial reporting records as required by various auditors, government agencies, sponsors, boards, the college, college departments, as well as local, state and federal authorities. Manage collection and filing of local, state and federal government reports.
  • Develop Revenue and Expenditure projections for the college and Jackson College Foundation. Maintain pre and post award fiscal management of grants and contracts.
  • Prepare and process monthly and fiscal year-end closing activities including reconciliations, adjusting entries, and accounting for the activity of long-term debt funds and investments, regularly reconcile non-cash general ledger accounts for both the College and Foundation.
    Oversee the month-end and year-end close-out process and maintain audit workpapers. Develop audit workpapers and processes when necessary.
  • Formulate, recommend, and enforce all accounting policies. Establish and maintain the chart of accounts in accordance with Board Policy and the Manual for Uniform Financial Reporting for Public Community Colleges.
  • Coordinate with information technology services to ensure the currency, integrity, and compliance of the administrative software financial system.
  • Maintain and update records for all plant assets to reflect the disposal of scrap, surplus, and obsolete materials, and equipment.
  • Under direction, prepare state operating budget requests. Supervises cash management of all College funds including investments under Board policy.
  • Manage the year end closing and external audit process. Coordinate the insurance renewal process for the college’s Risk Management
  • Responsible for understanding, supporting, and actively demonstrating the College’s beliefs, values, mission, and vision while agreeing to be evaluated by same.
  • Other duties may be assigned by the Chief Financial Officer

CONTACTS AND PURPOSE OF CONTACTS
Internal: Frequent contact with CFO, Deans, faculty, and other administrators.
External: Frequent contact with representatives of financial institutions, state agency staffs, CPA audit firms, and accounting associations. Some contact with students. Minimum Qualifications

QUALIFICATIONS

Education and/or Experience
The knowledge, skills and abilities required are often obtained by completing at a minimum a Bachelor’s degree in accounting or related field and working a minimum of 5 to 10 years. Accounting experience required. Prefer a CPA or MBA with experience with the Ellucian (Colleague) accounting system, experience in higher education business/accounting setting, and experience with GAAP, governmental accounting, and federal regulations.
Other Skills and Abilities
Principles (GAAP), and Governmental Accounting Standards Board (GASB) Statements; auditing and financial reporting; sound financial practices and internal controls; budget preparation and compilation; integrated administrative software systems; Microsoft Office Suites desktop software applications.
Analyze and develop effective operating systems, reports, and procedures; read and apply legal and technical financial manuals; adapt accounting principles to college/district situations; communicate effectively both orally and in writing; maintain effective working relationships with faculty and staff; supervise, coach, train and evaluate staff.
Computer Skills
Administrative software system, Colleague software; Microsoft Office Suites desktop software applications.
Language Skills
Ability to read, analyze, and interpret financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to top management, public groups, and/or boards of directors.
Mathematical Skills
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
