MAA is currently accepting applications for the position ofDirector of Finance (DOT Executive VI) within the Division of Business Development & Management at the Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall Airport).
The Director of Finance is responsible for all aspects of the financial operation of MAA's large HUB and general aviation airports to include Accounting, Budgeting, and Auditing.
Responsibilities include but are not limited to the following:
- Overseeing the development, maintenance, coordination, and administration of MAA's annual Operating and Capital appropriations;
- Overseeing the audit program for internal and external audits;
- Overseeing accounts receivable and payable;
- Directing the development, maintenance, coordination, and administration of MAA's financial systems which include MDOT and the State's Financial Management Information System (FMIS EPICs and Mstarts), WebFocus, Mobius, the Budgeting Accounting and Reporting System (BARS) and the Billing Reporting Analytical Statistical System (BRASS) billing system;
- Directing and overseeing financial data for internal and external regulatory reporting including but not limited to expense and revenue contracts, disclosure for bonds, revenue forecasting, Airlines, the Secretary's Office (TSO) annual comprehensive financial report (ACFR), Governor's Office Managing for Results (MFR) and Attainment Report (AR), the Federal Aviation Administration (FAA) annual financial reports,;
- Preparing responses for the Department of Legislative Services analyst, Budget Hearings during legislative session or the Office of Legislative Auditors;
- Providing financial information and participating in various financing debt issuances including bonds, loans, or other funding to support the Operating and Capital programs;
- Providing monthly updates of the MAA's financial position, status of funds, aged receivables, forecasts and statistical measures;
- Manage various funding sources from the Transportation Trust Fund (TTF), Federal Grants, debt issuances, Passenger Facility Charges (PFC), Customer Facility Charges (CFC); and
- Recommending courses of action to improve or sustain profitability to the Executive Director, Chiefs and Deputy Chiefs of the MAA.
This position is located at BWI Marshall Airport in Anne Arundel County, MD
Preferred Qualifications:
Education: A Bachelor's degree from an accredited college or university.
Experience: Ten (10) years of progressive experience in financial management, with five (5) years of supervisory experience at a senior management level in a finance environment.
The ideal candidate will possess the following:
- CPA preferred but not required;
- Strong knowledge of accounting operations, cost accounting, internal controls, auditing, budgeting, forecasting and financial analysis;
- Strong knowledge of the State's Budget Process including working knowledge of the Capital Program;
- Working Knowledge of Financial Management Systems, accounting systems and/or other financial and contract management software.
- Understanding of Airport Finance and Operations; and
- Strong management and leadership skills.
