Duties
Calling all finance trailblazers! Are you a finance visionary looking to drive meaningful change? We invite you to lead our finance team in a dynamic and purpose-driven small agency dedicated to serving the public good. This position comes with a rare opportunity for business and financial analysis on our discretionary products, which is uncommon in other state agencies. If you are seeking a new challenge, passionate about financial analysis, or eager to explore innovative opportunities within the realm of financial leadership, this is the perfect job for you.
The position's primary responsibilities include:
  • Serving as a member of the Management Team collaborating with other senior managers.
  • Serving as the top financial subject matter expert and overseeing the Financial Division.
  • Overseeing annuities and ensuring proper funding is secured to pay future annuity payment streams.
  • Providing guidance and direction for Lottery activities in the areas of development and administration of the Lottery's biennial and annual budgets.
  • Managing and leading the Finance team including directly managing the Finance Manager and Budget Manager.
  • Overseeing jackpot activities and collaborating with out-of-state lotteries on multi-state games.

Qualifications
We are looking for someone who has:
  • A Bachelor's Degree involving major study in finance, business administration, accounting or closely allied field.
  • Seven years of professional experience in one or more of the fields mentioned, including at least three years of experience managing a finance department, demonstrating sound management practices, performance management and knowledge of organizational development.
  • Experience with the application of GAAP and GASB pronouncements.
MBA or graduate-level degree in Accounting, Finance, or closely related field, and/or Certified Public Accountant designation is preferred.
The Ideal candidate will have the following competencies:
  • Superior knowledge of laws, rules and best practices and principles governing financial management, accounting, internal auditing and financial.
  • Strong business sense; understand and drive the financial success of the Lottery, carefully considering the cost/benefit issues before making financial decisions.
  • Strategic and visionary planning skills, to include setting organizational direction and establishing clear vision with attainable goals and objectives.
  • Ability to interact at the senior executive level.
  • A proven track record of demonstrated leadership, integrity, vision and innovation for delivering results, building accountability for staff and creating a positive working environment.
  • Superior team building skills; working with diverse concepts, ideas, relationships and cultures. The ability to identify training needs and succession planning a must.
  • Strong analytical and problem solving skills involving a high degree of originality and independent judgment, including the ability to identify critical issues and prepare recommendations for changes in policy and procedure in order to increase efficiencies and meet agency goals.
  • Excellent written and verbal communications skills, including the ability to present complex or technical information in an easy-to-understand manner.
  • Ability to communicate in a leadership style both orally and in writing, analyze financial data, and recommend a solution to a problem or opportunity.
  • Ability to handle a heavy workload in a dynamic environment. Identify and handle competing priorities effectively and adapt easily to changing business needs, conditions and work responsibilities.
  • Strong ability to act quickly to allow the agency to take advantage of unexpected or short-lived marketing and sales opportunities.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.
Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Dependent care assistance allows the employee to save pre-tax dollars for a child or elder care expenses.
Other insurance coverage for auto, boat, home, and renter insurance is available through payroll deduction.
The Washington State Employee Assistance Program promotes the health and well-being of employees.
Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
