SUMMARY:Responsible for supervision of all facilities staff, operation and maintenance of all Westhab properties, establishment of Facilities department policies, procedures, and schedules, and administration of capital improvements. Supervises all facilities staff and oversees all work. Sets the standards for all superintendents, mechanics, custodial staff, vendors and contractors working at Westhab owned, managed or leased facilities. Part of senior management staff team. Reports to the AVP, Operations. Proof of COVID-19 vaccinations required.
DUTIES AND RESPONSIBILITIES:
- Oversees Facilities Department, including efficient use of staff and contractors and quality control of work. Creates work plans, schedules and budgets, and monitors outcomes.
- Ensures that conditions and operations at all facilities and buildings are in compliance with all Westhab and funders’ standards, local laws, safety and fire codes, insurance requirements and applicable programmatic requirements.
- Develops capital needs assessments for all owned and managed buildings. Incorporates repair, maintenance and capital needs into annual work plans and oversees completion of work, including preparation of scopes, obtaining bids, contract management, and final inspection/approval.
- Develops and manages cleaning, repair and maintenance regimens including comprehensive, preventive maintenance programs, proper maintenance of all building systems, energy efficiency, and curb appeal of all properties.
- Develops and implements emergency procedures, including 24-hour emergency response. Manages response and/or responds to facilities emergencies 24/7 as needed.
- Works with Services Division and Property Management to optimize delivery of services to all facilities, and with Development Division on planning and construction of new projects.
- Monitors/controls expenses, approves POs/invoices and provides input for budgeting.
- Manages Work Order System(s) to generate timely and accurate work orders and track and maintain repair information for all facilities.
- Performs property inspections. Oversees housing quality standards (HQS) inspections of apts.
- Oversees supervision of all facilities staff, including training, evaluation and disciplinary action.
- Manages warehouse operations. Maintains inventory at levels adequate to sustain efficient operations at all times.
- Maintains safe environment for staff and residents. Participates in Westhab safety committee.
- Responsible for maintenance of Westhab’s fleet of vehicles.
- Performs other duties as required.
EDUCATION AND EXPERIENCE REQUIRED:Bachelor’s degree preferred and/or 10 years of supervisory experience managing a large residential, institutional or commercial facilities setting. Significant, in-depth knowledge of building systems, rehabilitation work, and trade knowledge sufficient to set standards and train others. Experience with computerized work order and inventory systems and Microsoft Office. HVAC, sprinkler and/or other major system or trade certification preferred. Excellent verbal and written communication skills. Must have driver’s license and vehicle.
