SUMMARY
Director of Career and Technical Education (CTE) & Teaching and Learning is pivotal in leading the district's efforts to provide high-quality education, promote student achievement, and close achievement gaps. This position combines strategic oversight of CTE programs and district-wide Teaching and Learning. The responsibilities for Teaching and Learning will be a combination of oversight and active involvement with districtwide assessment and professional development aimed at empowering school leaders to foster a collaborative learning community and enhance educational systems that support a culture of growth. Based on the skills and qualifications of the successful candidate, this work will be distributed between this director position and a future certificated staff (TOSA) position. Exceptional leadership, relationship-building skills, and a commitment to continuous improvement in education are vital for this role.
RESPONSIBILITIES
General Responsibilities:
  • Establish interdependent collaborative relationships with applicable staff and leaders to ensure an educational environment that promotes a sense of belonging and access to high levels of learning for all students.
  • Lead and support a school and work culture that values all people and their contribution to the school community.
  • Lead meetings at district and school sites to align evidence-based practices with compliance guidelines and resource support.
  • Participate in the Consolidated Program Review (CPR) and in the development of action plans that meet OSPI compliance.
  • Interpret, implement, and ensure compliance with board policies and administrative regulations.
  • Participate in the screening, selection, orientation, training, assignment, and retention of staff.
  • Allocate and adjust fiscal and material resources and ensure timely completion of reports.
  • Other related duties as assigned.

Teaching and Learning and Assessment:
  • Provide districtwide leadership and building-level support for the assessment and implementation of high-performing Professional Learning Communities and Professional Development.
  • Oversee, supervise, and evaluate Teaching and Learning staff in the development of professional growth activities designed to support individual school/district goals and programs to improve student learning.
  • Provide professional development and guidance for staff as it relates to research-based practices, program support models, professional learning communities, evidence-based teaching practices, assessment, and new teacher onboarding.
  • Provide guidance and support to building leaders in designing and implementing effective instructional practices and Professional Learning Communities.
  • Support analysis and interpretation of data as it aligns with student performance, achievement, and growth.
  • Oversee and guide districtwide assessment processes.
  • Leads the development, organization, analysis, and reporting of student learning outcomes and related activities to support planning activities.
  • Support building leaders in utilizing data to drive instructional improvement and close achievement gaps.
  • Ensure all state testing requirements are met and SBA and WCAS assessments are administered as required.
  • Share SBA, WCAS, and diagnostic assessment results regularly with the School Board.
  • Maintain access to online data systems and update these systems with the most current student assessment data.
  • Maintain and update state testing rosters and support Interim Based Assessment facilitation.
  • Oversee district truancy process.
  • Support schools in providing competency-based crediting.

Career and Technical Education (CTE):
  • Administer all phases of the district's CTE program.
  • Oversee the development and enhancement of CTE pathways, curriculum and assessments to maximize local and regional workforce relevancy.
  • Develop, implement, and monitor program budgets and staffing in cooperation with district-level administrators, building administrators, and CTE staff.
  • Actively seek funding opportunities to enhance CTE programs.
  • Ensure District CTE programs, courses, and frameworks align with the WA CTE Program Standards
  • Assist in the recruitment of CTE staff and coordinate certification compliance of all CTE instructors.
  • Evaluate CTE-certificated staff.
  • Plan and lead CTE staff development.
  • Develop and maintain an effective working relationship with local businesses and community organizations.
  • Maintain an effective working relationship with regional CTE groups including: Spokane Valley CTE, Spokane Consortium for CTE, Career Connect Northeast, and WACTA.
  • Collaborate with local districts to ensure effective operation of the general advisory committee and program-specific advisory committees representing all CTE program areas.
  • Maintain and enhance effective working relationships between CTE and basic education staff.
  • Facilitate course articulations and collaboration with higher education and state agencies to align programs with workforce needs.
  • Current knowledge of state learning requirements, Perkins and State Appropriations criteria, teacher certification requirements, Career and Technical Education program standards, CTE Dual Credit articulations, and Skills Center Programs.
  • Coordinate and facilitate the annual 4-day summer STEAM camp to spark early interest in CTE and STEAM-related coursework.
  • Coordinate and facilitate CTSO competitions hosted by district schools.
  • Prepare state reports, grants, and complete end-of-year reporting as it relates to CTE, professional development, and assessment program requirements.

REQUIRED SKILLS
  • Leadership experience in supervision, evaluation, and data-driven decision-making.
  • Strong relationship-building skills and the ability to partner with diverse stakeholders.
  • Commitment to equity, continuous improvement, and fostering an inclusive educational climate.
  • Understanding of Washington State and OSPI laws, policies, and procedures, CTE certification and course requirements, Marzano Frameworks, TPEP, and Common Core State Standards.
  • Ability to reach logical conclusions and make high-quality decisions; and exercise good judgment, insight, self-awareness, integrity, and cultural responsiveness.
  • Ability to work effectively both independently and as part of a team, in an environment of rapidly changing requirements and multiple demands.
  • Ability to assume responsibility and work for change in a positive manner.
  • Personal characteristics of flexibility, high-stress tolerance, reliability, punctuality, dependability, and an ability to maintain confidentiality.
  • Ability to maintain high standards of professionalism and diplomacy in working with the public and district staff.

MINIMUM QUALIFICATIONS
  • Valid Administrative Credentials in Washington State or the ability to obtain one no later than the first working day.
  • Career and Technical Education (CTE) Director certification, or ability to obtain certification within the first 2 years of employment.
  • Currently holds a valid Washington State Teaching Certificate.
  • Minimum of 3 years of successful teaching experience.
  • Washington State Patrol and Federal Bureau of Investigation Fingerprint Clearance.
  • Completion of all district-required training within thirty (30) calendar days from hire date.

TERMS OF EMPLOYMENT
Salary and benefits per WVPA Collective Bargaining Agreement.
Verification of identity and United States work authorization must be completed before employment commences. The successful candidate for this position must be fingerprinted. Employment is contingent upon clearance by the Washington State Patrol and the Federal Bureau of Investigation.

RETIREMENT - All regular, non-substitute employees are enrolled in a state retirement plan through the Washington State Department of Retirement Systems (DRS).
SICK LEAVE - All regular, non-substitute employees receive 12 sick leave days (prorated based on FTE) and paid time off. Substitute employees receive sick leave per RCW 49.46.210.
PAID TIME OFF - All regular, non-substitute employees receive paid time off, including annual and/or vacation leave. Paid time off varies by position and work year. Refer to the applicable Collective Bargaining Agreement or salary schedule for details.
OTHER BENEFITS
Classified employees receive 10-13 paid holidays (depending on position & work year). Refer to the applicable Collective Bargaining Agreement or salary schedule for details.
