This is a PROMOTIONAL ONLY recruitment to establish an eligibility list and fill a vacancy. The eligibility list will be used to fill permanent vacancies which may occur during the life of the eligibility list. Promotional examinations shall be restricted to permanent employees of the District who meet the qualifications of the class.
This position is full-time, 40 hours per week, 12 months per year.
The recruitment process will consist of an evaluation of the submitted supplemental evaluation questionnaire and an oral technical interview, which is tentatively scheduled during the week of March 11-29, 2024. Those who pass the oral technical interview and are in the top three ranks will be invited to the final round of interviews tentatively scheduled for March 25-April 5, 2024. BASIC FUNCTION:
Under the direction of the Assistant Superintendent of Business Services, maintains the District Master Plan for construction and modernization involving facility planning, design, construction and modernization; coordinates inspections, consults with contractors working on construction projects, and represents the District in such matters; performs management duties including budget development, policy maintenance, public relations, employee supervision and management, and special project analysis.
FUNCTION & DUTIES
Plans, implements, organizes and administers the District's facility renovation, modernization and new construction programs, including analyzing needs and recommending building programs and priorities. E
Directs the design, development, and analysis, of school building construction and modernization projects. E
Coordinates activities associated with the construction of new schools, modernization, and additions to existing schools, renovation of and improvements to existing structures and temporary classroom buildings, moving and demolition of buildings, use of existing facilities, and other matters related to school facilities. E
Serves as liaison with State Department of Education, the Office of Public School Construction, Division of the State Architect, and other governmental agencies. E
Provides technical expertise to the Assistant Superintendent, Business Services, regarding assigned functions and participates in the formulation of policies, procedures and programs; advises the Assistant Superintendent, Business Services, of unusual trends or problems and recommends appropriate corrective action. E
Directs the selection of and monitors the work of construction management and project management teams, architects, engineers, contractors, vendors, inspectors and others to monitor status, quality and adequacy of a variety of projects. E
Oversees the preparation of construction project specifications and confers with the Director of Purchasing and Warehouse in the development of public works contract bids. E
Determines and oversees eligibility and applies for new constructions, renovation/modernization, and/or reconstruction funds for facility development. E
Directs contractors in the planning of projects and ensures work products for conformity with code regulations, District standards and adherence to blueprints. E
Assures compliance by contractors with construction documents and specifications, approval and reporting of completed punch list(s), and approval of progress payments. E
Supervises the maintenance of construction and modernization project records. E
Coordinates estimates of costs of building and renovation projects in cooperation with technical personnel; monitors costs of construction projects for budget containment. E
Attends meetings to maintain current knowledge of legislation, legal codes and requirements. E
Interviews, selects, trains, evaluates, motivates, counsels and disciplines employees. E
Prepares reports, conducts meetings and makes presentations to the Board of Education, school sites, community and governmental meetings, and other stakeholders. E
Oversees the district's Energy Conservation program. E
Perform related duties as assigned.

EDUCATION AND EXPERIENCE, LICENSES AND OTHER REQUIREMENTS
EDUCATION AND EXPERIENCE:
Any combination equivalent to: Bachelor's Degree in business administration, engineering, architecture, Facilities Planning, construction management, or other directly related field, and five years' of full-time school district or public agency experience in some phase of architecture, construction, or facilities management. At least two years of the experience must have been in a supervisory capacity.
LICENSES AND OTHER REQUIREMENTS:
Valid California driver's license. Must be, and remain, insurable under the District's vehicle driver's insurance policy at the standard rate.
WORKING CONDITIONS: ENVIRONMENT:
Indoor, outdoor, office and shop environment; subject to driving to accomplish duties; subject to noise from equipment operation; subject to dust, dirt, and hazmat exposure.
PHYSICAL ABILITIES:
Standing and walking for extended periods of time; crawling in attics and under structures; bending at the waist; operating a keyboard; pulling and pushing; carrying up to 25 pounds; climbing ladders and working at heights; hearing and speaking to exchange information related to daily work activities and safety issues; and seeing to read meters, and interpret drawings and blueprints, and to observe safety issues.
HAZARDS:
Working around and with machinery having moving parts. Walking over rough and uneven surfaces.
Full-time Management and Confidential Employees earn up to:
  • 22 paid vacation days per year
  • 3 paid management compensation days per year
  • 14 paid sick leave days per year with unlimited accumulation
  • 13 paid holidays

The District offers two excellent medical plans, Blue Shield and Kaiser Permanente; two dental plans, Delta Dental and MetLife SafeGuard; and vision care through Vision Service Plan (VSP). Currently full-time employees (employees working 6 hours or more per day) pay 20% of the premium cost for these plans. All plans are available to the employee and their dependents. This coverage is available to employees working a minimum of 20 hours per week.
Retirement benefits include membership in CalPERS (California Public Employee's Retirement System) and Social Security (OASDI). This is a joint contribution plan. To qualify for CalPERS an employee must work a minimum of 20 hours per week or already be a member, if not the employee is eligible for an alternative retirement plan.
Additionally, the District encourages employees to pursue professional growth, and provides financial incentive for classified employees completing professional growth programs. Additional benefits available to employees to which the District does not contribute include life insurance, a Section 125 Flexible Benefit Plan, an income protection plan, and a credit union.
Substitute employees are not eligible for vacation or holiday pay but are eligible to earn sick leave at the rate of one hour per 30 hours worked not to exceed 48 hours. Further, substitute employees are not automatically eligible for CalPERS or District health benefits.
