Duties
As the Director, Division of Workforce Development the incumbent will:
  • Establish, convene, and facilitate communities of practice, committees, and working groups with leaders and subject matter experts from across the Agency, inter-agency, and external groups to develop, plan, implement, and evaluate CDC's fellowship and training opportunities.
  • Establish goals and program priorities; lead and direct the planning, resource allocation, decision-making, management, implementation, and evaluation of all Division activities; and develop and maintain partnerships with local and national organizations.
  • Direct and manage programs that develop the public health workforce; establishing partnerships to leverage investments in public health workforce training, practices, and standards.
  • Provide the leadership, guidance, and public health vision to enhance the efficiency, effectiveness, capacity, and capability of the public health Workforce Development programs.
  • Maintain frequent engagement with external experts. Represent CDC with other public health and private organizations,
  • Oversee the evaluation and use of technologies for disseminating training products and tools. Advises and collaborates both internally and externally on the development of internships and fellowships to strengthen capacity of the nation's public health workforce.

Qualifications
Current federal employees must be at or above the GS-14 grade level to be considered for this position.
Basic Qualifications for RF-0602: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link); Association of American Medical Colleges (external link); Liaison Committee on Medical Education (external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.
Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.
An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME)(external link)
A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association(external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME)(external link).A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.
Additional Requirements: In addition to meeting the Basic Requirements, applicants must also meet the following: Five years of graduate training in the specialty of the position to be filled or one year of specialized experience which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, such as experience supporting and establishing strategic partnerships for global health security, as well as planning, managing, organizing, and/or directing programs.
Candidates must show clear evidence of specialized experience.
Specialized experience is that which is directly related to the position and which has equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to successfully perform the duties of the position, such as executive level leadership and management experience with training, scientific evaluation, and Workforce Development services to continually strengthen the capability and competency of the public health workforce.
Typically, experience of this nature is gained at or above the GS-14 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
This position has a positive education requirement. Applicants are strongly encouraged to submit transcripts or a list of applicable courses with their application package.
