Responsible for planning, organizing and directing all phases of the Community Services Department which includes Parks, Recreation, Senior Services, Social Services, Community Health, Animal Care and Services and Weed Control.


  • Manages and directs the activities of assigned staff; coordinates, prioritizes and assigns tasks and projects; tracks and reviews work progress and activities; directs the recruitment and selection of staff; undertakes disciplinary action as required; conducts performance evaluations; ensures appropriate scheduling of staff to ensure proper operational coverage.
  • Directs and coordinates the programs and activities of the Community Services Department; develops, evaluates, and implements departmental goals, objectives, policies, and procedures, including the preparation and analysis of statistical reports; reviews departmental goals and objectives with the facility managers, supervisors, and other pertinent staff; assures departmental activities are in compliance with all laws, policies, regulations, timelines and goals.
  • Administers all grants: develops grant applications; performs budget planning and monitoring in relation to grants; ensures compliance with grant conditions for both the Department and sub-grantees; ensures that all grant conditions are in compliance; assists in all audit requirements for the Department and sub-grantees; conducts grant contract monitoring for County and sub-grantees.
  • Develops and administers the room tax fund and department budget and authorizes expenditures; prepares special and recurring reports; recommends and implements changes to existing policies; develops financial strategies and alternatives for projects.
  • Advises County Manager, Board of County Commissioners, Parks & Recreation Commission and Senior Service Advisory Council on departmental matters and activities.
  • Cooperates and coordinates efforts with Federal, State, Towns, General Improvement Districts, and other local agencies.
  • Provides outreach to the public, professional groups, and other outside organizations/individuals in regard to departmental activities and functions; answers/resolves customer queries and complaints.
  • Prepares agenda action sheets, staff reports, and related correspondence for the Board of County Commissioners and related meetings.
  • Performs long-range planning for new facilities and programs, repairs of existing facilities, and the scheduling of regular maintenance programs; prepares planning documentation to include facility planning, management operation costs, and site locations, as well as the Parks & Recreation Master Plan; prepares operational and capital improvement budgets for the divisions; ensures that proper accounting and audit controls are in effect for receipt and handling of revenue and expenses; reviews and recommends fees and charges, hours, and other program offerings.
  • Oversees special projects and construction to include the selection of consultants, RFPs, review of bids, and approval of contracts and construction documentation; performs construction inspection on projects; oversees specifications for the purchase of supplies, parts and new equipment; ensures accountability for all department equipment, supplies and inventory.

  • Directs and coordinates County Social Services functions, to include: provision of general and medical assistance in accordance with NRS; burials for indigent; sexual assault fund management; daycare subsidy programs; administration of the Carson Valley Food Closet voucher program.

  • Directs and coordinates Community Health functions, to include: well baby screenings; EPSDT programs for Medicaid recipients from infants to 21 years of age; family planning services; State dental health programs; children's special health care services for the chronically ill and handicapped.

  • Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

Education and Experience:
Bachelor's degree in recreation, public administration, or a related field; AND five (5) years of community service operations experience at a management level; OR an equivalent combination of education, training and experience.

Required Knowledge and Skills
Knowledge of:
  • Codes, ordinances, policies and procedures related to department activities.
  • Principles and practices related to community services programs.
  • Administrative principles and practices, including goal setting, program development, implementation and evaluation, and the management of employees through multiple levels of supervision.
  • Principles and practices of developing teams, motivating employees and managing in a team environment.
  • Construction management, design and engineering bidding process and procedures.
  • Techniques for representing the department and the County in meetings and negotiations with a wide variety of individuals and groups.
  • Techniques for making effective public presentations.
  • Techniques for dealing with a variety of individuals from various socioeconomic, ethnic and cultural backgrounds.
Skill in:
  • Planning, assigning, supervising, reviewing and evaluating the work of staff.
  • Training staff in work procedures.
  • Developing effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner.
  • Performing short and long-term planning.
  • Planning, organizing and administering department activities, staff and budget.
  • Overseeing and performing complex problem definition and resolution activities.
  • Interpreting, applying and explaining applicable laws, codes and regulations.
  • Directing the maintenance of accurate records and files.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.

REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:
Valid current Driver's License.
Park and Recreation Professional certification (CPRP).PHYSICAL DEMANDS & WORKING ENVIRONMENT:
