SUMMARY OF DUTIES:

The Director oversees one or more multidisciplinary teams conducting independent, objective Generally Accepted Government Auditing Standards (GAGAS) compliant performance audits of Amtrak Information Technology (IT) programs and operations in a dynamic environment. These audits include assessments of the economy, efficiency, and effectiveness of Amtrak IT programs and operations; adequacy of internal controls such as those related to information security; adherence to leading practices; and compliance with laws, regulations policies, contracts and/or grants. The incumbent manages audit resources and staff assigned to audits, ensuring the quality of all related products, and facilitates audit management and employee coaching and development.

 

ESSENTIAL FUNCTIONS:

The incumbent is responsible and accountable for managing and overseeing audits in the assigned IT area, including the following duties:

  • Assists the Assistant Inspector General for Audits (AIGA) in developing goals for the audit organization that support the OIG’s overall mission and objectives.
  • Plans and supervises GAGAS-compliant performance audits. Identifies priorities, objectives, and staff requirements to accomplish audit objectives.
  • Delivers quality products that identify opportunities to improve Amtrak program performance and operations.
  • Provides input into the annual work plan for the audit group by assessing areas of Amtrak’s IT program and operations with the highest risk and recommending audits for inclusion.
  • Manages, develops, and evaluates subordinate personnel.
  • Manages consultants/contractors assigned to the audit team.
  • Maintains effective and highly productive working relationships with internal and external stakeholders, and fosters teamwork, collaboration, and coordination.
  • Assists office leadership in staffing, recruitment, and hiring efforts.
  • Leads internal efforts for organizational improvement.

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Information Systems or Computer Science; or Business Administration, Public Administration, Finance, or Accounting with significant information technology or information security course work to perform technology audits or equivalent combination of education, training and work experience.
  • A minimum of 8 years of relevant work experience with at least 5 years experience in conducting evaluations or performance audits of information technology programs and operations in compliance with GAGAS, including reviews that compared information technology or cybersecurity-related programs and operations to industry standards or applicable laws/regulations.
  • 5 or more years experience in managing and developing employees.
  • Excellent written, oral, and interpersonal communication skills.
  • Ability to work across organizational boundaries to reach mutual goals.
  • Knowledge of industry standards and information technology security programs.
  • Proven analytical, problem solving, and project management skills.
  • Demonstrated leadership, teambuilding, training, motivational, and supervisory skills.
  • Understanding of and ability to apply GAGAS to produce high-quality audit results.
  • Experience in data analysis and using computer-based tools such as Microsoft Office Suite or similar products.

 

PREFERRED QUALIFICATIONS:

  • Familiarity with the laws, practices, and procedures of Federal Inspector General Offices.
  • An advanced degree in Information Systems, Computer Science or Business Administration from an accredited university.
  • Knowledge of passenger rail operations.
  • Seven years experience in the accountability community, particularly at an Office of Inspector General or the Government Accountability Office.
  • CISSP, CISA, CIA, CPA, CFE or other professional certification.
  • Experience in supervising staff who are knowledgeable in using data analytics to develop audit findings and reports.


COMPENSATION: 

The salary range for the Director, Audits – IT position is $171,938 - $232,117. If an applicant/employee refuses to provide written consent for Amtrak to obtain these records, the individual will not be permitted to perform safety-sensitive functions.

 

In accordance with federal law governing security checks of covered individuals for providers of public transportation (Title 6 U.S.C. §1143), Amtrak is required to screen applicants for any permanent or interim disqualifying criminal offenses.
