Position Description
The Animal Care & Control Director coordinates the development and implementation of the overall division strategy and business plan to ensure that Animal Care and Control is aligned with state statute, state and federal regulations, and City ordinances to ensure the public health and safety of the City of Minneapolis. It is responsible for managing and providing leadership and direction to staff charged with implementing City Animal Care, control and protection policies, ordinances, laws, and regulations.
Work Location: This position currently works on-site only.
Job Duties and Responsibilities
  1. Plan, supervise, implement, and oversee all Animal Care and Control development activities in the City of Minneapolis. Manage employees of Animal Care and Control to include recruiting, hiring, managing work assignment, developing, coaching, training, overseeing performance appraisals, discipline, and termination as needed to ensure an efficient, inclusive, effective team to lead the division forward and protect the public.
  2. Extensive knowledge in the principles of veterinary medicine as it applies to open admission shelters.
  3. Oversee policies, procedures, and training that ensures the safety of staff, individuals, animals, and residents of the City of Minneapolis.
  4. Manage, coordinate, and implement a response plan for handling over 17,000 animal control service calls annually; developing a priority response based on the City's Goals and the Regulatory Services Department's core values.
  5. Respond to and resolve resident, City Council and other agency inquiries and complaints.
  6. Lead the Minneapolis Animal Care and Control Division by directing the division's many and complex business lines, including:
    • 24-hour public health and safety response
    • Zoonotic disease prevention
    • Criminal investigations team
    • Licensing and permitting
    • General calls for service
    • Shelter management
    • Veterinary services
    • Volunteer and community engagement services
    • Emergency disaster planning and response
  7. Coordinate all areas of Animal Care and Control services with other City departments and outside agencies. Ensure coordinated efforts to ensure efficiency and effectiveness in the delivery of City services, including but not limited to:
    • 311, 911, Minneapolis Police Department, Minneapolis Fire and EMS and the Emergency Operations Center on coordinated response to emergency and non-emergency service including response protocols for animal control.
    • Work with the City and county attorney's offices in the pursuit of civil and criminal convictions.
    • Plan and develop emergency preparedness for sheltering animals and ensuring public health.?
    • Coordinate activities with:
      • Homeland Security
      • Bureau of Criminal Apprehension
      • FBI
      • ASPCA, HSUS, Best Friends, MNPAW, Federation of Humane Societies and other animal welfare related communities
  8. Assist the Regulatory Services Director on Animal Care and Control matters while serving on the Regulatory Services executive management team.
  9. Participate on the Regulatory Department executive leadership team in making decisions that impact the entire department.
  10. Prepare and oversee the implementation of the division business plan and annual budget. ?Provide documentation and work with Council Members related to the division's budget operations requests. Facilitate, secure, and manage grant funding. Oversee all contracts, including for field veterinary services. Oversee licensing, fees, fine, and permit revenue.
  11. Prepare reports and give oral presentations and testimony. Legally represent the division on all civil matters.
  12. Facilitate and coordinate with FEMA, Untied States Department of Agriculture, U.S. Drug Enforcement Agency, Minnesota Heath Department, Minnesota Board of Animal Health, and other regulatory agencies to ensure the division meets all regulatory requirements. Efficient and effective coordination between agencies ensures public health and safety needs are met with relation to zoonosis threats, natural and unnatural disasters and Animal Care, control and protection, and public safety.
  13. Act as liaison to national animal welfare organizations such as the American Humane Society of the United States, American Society for the Prevention of Cruelty to Animals, People for the Ethical Treatment of Animals, Best Friends, and National Animal Control Association.
  14. Work directly with the Director, City Attorney and City Council Members to improve City ordinances and state laws related to animals. Draft and move for approval amendments to ordinances and state statutes. Testify at Council and legislature committee meetings.
  15. Represent the division at the Minnesota Legislature, community meetings, public events, and press conferences regarding public safety, code compliance, and program and policy development. Lobby legislature on behalf and for animal welfare organizations.
  16. Manage all aspects of physical assets including facility maintenance and improvement, security, equipment maintenance and replacement, system operations. Manage the fleet, including daily operations, budget requests, and replacement cycle. Manage equipment acquisition and maintenance.
  17. Engage in Regulatory Services Department-wide organizational cultural equity work.

Working Conditions: Normal office setting with occasional field and kennel work.
Required Qualifications
Minimum Education:
Bachelor's degree in a related field or equivalent
Minimum Experience:
Eight years of experience in animal control, animal shelter operations and management or related field.
Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Eligible List Statement

Knowledge, Skills and Abilities
  1. In-depth knowledge of best practices in animal welfare management and governance
  2. Extensive knowledge of managing an animal shelter operation, which includes veterinary services, adoption services, euthanasia services, volunteer service, community outreach, support, education, management of an extensive database which houses non-public information pertaining to criminal activities, permitting, and licensing systems, custodial and remedial care, and basic care.
  3. Extensive knowledge of animal behavior and Control procedures, and the ability to comfortably handle difficult, dangerous, or vicious animals.
  4. Extensive knowledge of animal diseases and public health principles.?
  5. Extensive knowledge of occupational hazards, safety precautions, and safety regulations related to effective Animal Care, maintaining sanitary conditions and overall health of shelter animals and other work-related precautions, including the proper use, secure storage and disposal of lethal chemicals, syringes, related equipment, and other bio-hazardous materials.
  6. Extensive knowledge of emergency preparedness policies and procedures for federal, state, and local responses.
  7. Extensive knowledge of principles and processes for providing customer service. Including setting and meeting quality standards for services and evaluation of customer satisfaction
  8. Knowledge of public and municipal administration, organizational practices, and management techniques, including personnel administration and labor relations.
  9. Excellent ability to read, interpret, and implement federal, state, and local laws.
  10. Ability to enforce state statutes, codes, and regulations pertaining to Animal Care, control, and protection.
  11. Extensive knowledge of federal, state and local laws, codes, ordinances, rules, policies and regulations pertaining to the care, control and protection of animals, as well as other collateral crimes associated with severe animal crimes such as, gangs, occult crimes, sex trafficking, drugs, guns and other violent crimes.
  12. Extensive knowledge of the techniques of investigation and enforcement and a mastery level of understanding of the judicial process.
  13. Knowledge of State and Federal Legislative processes.
  14. Knowledge of Regulatory Services Department goals, objectives, programs, policies, and procedures.
  15. Extensive knowledge of development of internal and external training programs and protocols.
  16. Extensive knowledge of leadership techniques, principles, and procedures to assign work, schedule, supervise, train, and evaluate work of assigned staff.
  17. Ability to analyze, evaluate and research best practices and then exercise appropriate judgement in establishing priorities and resolving complex matters. Ability to anticipate, identify, and evaluate potentially dangerous, unusual, or deviating situations. Ability to consider relative costs and benefits of potential actions to choose the most appropriate action.
  18. Excellent ability to communicate complex ideas and proposals effectively so others will understand to include preparation of reports, agendas, and policies. Excellent ability to listen and understand information and ideas presented verbally and in writing. Ability to handle a variety of issues with tact and diplomacy and in a confidential manner.
  19. Ability to establish and implement effective administrative programs and procedures and establish priorities for the completion of work in accordance with sound time-management methodology.
  20. Ability to perform complex arithmetic, algebraic, and statistical applications to perform purchasing and financial transactions. Ability to employ economic and accounting principles and practices in the analysis and reporting of budgeting data.
  21. Strong aptitude for verbal and written communications, presentations, and relationship development.
  22. Previous experience in senior leadership role.
  23. Proficient on a personal computer with word processing, spreadsheets, and related software to effectively complete a variety of task with reasonable speed and accuracy. Working knowledge of business applications and software.
