NATURE OF WORK
Serves the public with professional and technical work in examining, identifying an analyzing various types of evidence and disseminating findings to the City of Rockford Police Department.
DISTINGUISHING FEATURES
The assignment for this position will primarily be with the Regional Computer Forensic Crime Lab (RCFL). The mission of the RCFL is to assist law enforcement agencies around the nation in providing technical assistance, training, and examinations of digital evidence in support of criminal investigations. This detail includes a commitment to the RCFL for a period of no less than three years. Successful completion of the FBI’s Computer Analysis Response Team’s (CART) basic FORENSIC EXAMINER training, which includes several in-house and vendor designed courses and associated examinations.
ESSENTIAL FUNCTIONS (These essential duties are only illustrative.)
Carries out the technical extraction of computers, mobile devices and other digital data.
Completes repairs on electronics and digital data devices.
Comprehends training and satisfactorily complete competence testing and maintain proficiency.
Prepares written reports on the results of examinations, performs reviews of casework and render credible expert witness testimony in depositions and in a court of law.
Possess strong communication, time management, writing, analytical, and decision-making skills. Is required to exercise sound judgment consistently, and must comply with all mandates to ensure the quality of results and analysis.
Plans, coordinates, and directs forensic science activities to include expert examinations, reporting of results, training, and research that involve all aspects of digital evidence.
Inventories, examines, retrieves, and performs comprehensive technical analyses of digital evidence without altering original equipment.
Serve as technical consultant by providing up-to-date training in computer examinations detailing the latest technology, supporting information, and reviews of new products to agents, federal, state, and local law enforcement agencies.
May be required to testify in court as to the procedures and methods used to obtain data.
Prepares and furnishes authoritative oral and written reports on opinions and findings to stakeholders within the law enforcement community.
Provides information, training, and assistance to law enforcement, attorneys, and the community concerning forensic science topics.
Provides training and mentoring to less experienced examiners.
Participates and/or designs validation studies and research projects.
Continues advancing skills through research, attendance to educational conferences and relevant courses or workshops.
Position will operate out of the Regional Computer Forensics laboratory.
Performs related duties as assigned or directed.
Maintains reasonable and predictable attendance.
SUPERVISION RECEIVED
Works under the general supervision of the Assistant Deputy Chief of Investigations Rockford Police and direct supervision of FBI’s Chicago Regional Computer Forensics Laboratory management. Work is reviewed by observation and annually for the effectiveness of services provided, as well as overall satisfaction, and adherence to guidelines and requirements of the FBI.

Supervision is not a responsibility of this position.
WORKING CONDITIONS & PHYSICAL DEMANDS
Work is performed primarily in an office setting with extended periods of sedentary work. Some duties may require walking, standing, lifting, bending, or other physical activities, including moderate lifting and moving items up to 50 lbs.
SUCCESS FACTORS (KSAs)
Knowledge in the operation of office equipment (Computer, telephone, facsimile, scanner, photocopier, etc.)
Knowledge of business English, spelling and arithmetic.
Technical knowledge and expertise to complete repair on electronics and digital data devices.
Ability to maintain the confidentiality of communications, files and documents.
Ability to perform moderate to heavy physical labor and in coordinating and organizing a variety of activities.
Ability to communicate concisely both orally and in writing.
Ability to establish and maintain effective working relationships with associates, officials, and other law enforcement agencies.
EDUCATION, TRAINING & EXPERIENCE
High School Diploma or G.E.D. Preferred but not required; experience is either a technician or FORENSIC EXAMINER within a digital evidence facility that supports criminal investigations, and has an external accreditation, or any combination of education and work experience equal or greater than four (4) years and training which ensures the ability to perform the work may be substituted.
NECESSARY SPECIAL REQUIREMENTS
Must be a U.S. citizen.
Must be able to obtain a Top Secret-SCI clearance.
Maintain a valid driver’s license and a minimum of six months of driving experience.
Residency Requirement:
Modified November 15, 2021: All employees (except Police Sworn and Fire Sworn) hired on or after June 1, 2018 shall reside anywhere in Winnebago County or within fifteen (15) miles of Rockford City Hall (425 E. State Street Rockford, IL 61104) within six (6) months after their introductory period. Department Heads shall live within the municipal boundaries of the city of Rockford.
Effective June 1, 2018 all newly hired employees, including newly hired Department Heads, shall live within the municipal boundaries of City of Rockford within six (6) months of their completion of their introductory period.
Classified employees hired after January 1, 1984 may live anywhere in Winnebago County or anywhere within an area fifteen (15) miles from the Public Safety Building within six (6) months of their date of completion of probation. Employees hired prior to January 1, 1984 shall be subject to their conditions of employment in effect at that time.
