ABOUT THE POSITION
The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.
The Riverside County Office of Economic Development has an opportunity for a Development Specialist II in the Riverside County Library System division, which includes 36 libraries. This position is located in Riverside and may require driving to various locations throughout Riverside County as needed. The Development Specialist II is responsible for administration, special projects, and overseeing the library foundation. Key tasks include project support, budget creation, and community outreach.
Competitive candidates will possess experience with the UpKeep Inventory System used to manage library inventory, proficient in Adobe Graphic Design, contract creation, grant writing or grant management, and experience partnering with vendors, and non-profit organizations.
The Development Specialist II is a journey level classification distinguished from the Development Specialist III in that the latter performs the advanced journey level work that requires comprehensive knowledge of assigned projects and programs and is expected to obtain desired results within established guidelines which require complex research and frequent independent judgments in interpretation.

The Office of Economic Development has several units that aggressively promote Riverside County and its business development opportunities, including Economic Development, Libraries, and Special Districts. The overarching goal of the department is to facilitate regional economic development efforts that promote job growth, investment, entrepreneurship, and innovation; the office also creates a business-friendly climate that supports the efforts of the private sector.
EXAMPLES OF ESSENTIAL DUTIES
• Collect, organize and analyze program or project data.
• Conduct needs assessment and determine program priorities.
• Ensure implementation of programmatic, organizational, administrative, budgetary, financial, and personnel elements of a variety of economic programs funded by outside and governmental agencies.
• Assist in the preparation, modification, administration, and evaluation of funding requests from contractors, citizens, private agencies, and local, County and state officials for loan, grant funds or rebate incentive programs; analyze and review routine financial loan applications and proposed contracts for adherence to program guidelines and policies.
• Project and analyze sources and expenditures of grant and other financing funds.
• Assist in implementing public financing bonds, grants and programs.
• Cooperate with and advise cities, chambers of commerce and local non-profit organizations on developing and implementing workforce, economic and community development programs for workforce, commercial, industrial, tourist, and recreational attraction programs.
• Arrange facilities for the staging of various special events, conferences and meetings to publicize County developments and opportunities.
• Review routine property and equipment lease agreements, subcontracts, change orders, and contract extensions for departments or divisions; submit grant-funded program contracts to County, state and federal agencies for approval.
• Monitor the budgetary and financial management of community and economic development, public facilities and improvement projects; make periodic on-site visits to monitor grant-funded projects.
• Participate in coordinating and meeting with agencies, technical consultants, County personnel, and other involved persons to negotiate contract terms, work schedules and budgets.
• Assist with the promotion of training programs to gain program support and participation of employers and educators; represent the department at meetings and conferences.
• Negotiate routine contracts.
• Prepare materials and conduct instructional client workshops.
• Serve as liaison between clients and program operators.
• Conduct on-site visits to engage with employers and provide information about County resources and programs.
• Review allocation and encumbrances of project or program operations' budgets; monitor program contract compliance; assess and recommend procedure changes; evaluate program performance.
• Answer program inquiries.
• Perform research or analytical duties in the development of plans, projections, evaluations, recommendations, and statistical and narrative reports.
MINIMUM QUALIFICATIONS
OPTION I
Experience: One year as a Development Specialist I with the County of Riverside.
OPTION II
Education: Graduation from an accredited college or university with a master's degree in library science, business or public administration or a job-related field similar to that utilized within the County of Riverside Office of Economic Development.
OPTION III
Education: Graduation from an accredited college or university with a bachelor's degree in library sciences, public or business administration, or a job-related field similar to that utilized within the County of Riverside Office of Economic Development. (Additional professional, technical or senior clerical experience in a job-related field similar to that utilized within the County of Riverside Office of Economic Development may substitute for the required education on the basis of one year of qualifying full-time experience equaling 30 semester or 45 quarter units of education.)
AND
Experience: One year of professional experience in a job-related field similar to that utilized within the County of Riverside Office of Economic Development
EXAMPLES OF OFFICE OF ECONOMIC DEVELOPEMENT, AND FACILITIES MANAGEMENT FIELDS: Economic development; commercial development; real estate; facilities management; community services (e.g., parks, community centers or lighting, water and utilities programs); finance; contract monitoring/management; environmental or sustainability programs; public relations; marketing; fundraising; film; human resources; museums; libraries.
ALL OPTIONS
Knowledge of: Basic laws, regulations and policies pertaining to assigned programs; basic structures and functions of local, state and federal governments, and community human services resources and organizations; basic principles and practices of economic, industrial, housing, and community development; basic principles and practices of public relations and job training; basic principles and practices utilized in governmental, business and financial administration; methods and techniques used in performing land use planning; economic and industrial development resources used to assist businesses to locate or relocate in the County; composition of the business community involved with economic, industrial and community development; purpose and structure of publicly funded training programs; laws and regulations governing the funding and operations of publicly funded training programs; employment problems of economically disadvantaged persons; local employment practices, conditions and needs; statistical applications used in analyzing labor market, economic and demographic data.
Ability to: Gather and analyze basic program data, reason logically, draw valid conclusions, generate and evaluate alternatives; plan and prepare materials to be used in promotional materials; provide technical assistance regarding grant-funded programs; plan and coordinate effective citizen participation groups; establish and maintain effective relations with clients, private and public employers, other community service agencies and civic groups, the general public, and fellow staff members; communicate effectively in oral and written form to individuals and groups of various organizational and socio-economic levels; understand, interpret and apply the provisions of basic government regulations, policies and program operator contracts.
License: A valid California Driver's License is required.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

A new member is defined as any of the following:
  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.
