Work Unit:

The Health Care and Economic Security - Staff Development Division (SDD) is the training connection between the Colorado Department of Human Services (CDHS), the Colorado Department of Health Care Policy and Financing (HCPF) and the Governor's Office of Information Technology (OIT). Using a multidisciplinary approach, staff from a range of programmatic and technological specialties representing three state agencies work together to develop and deliver comprehensive competency-based training. The SDD serves the 64 county departments of Social/Human Services and roughly 4500 eligibility technicians across the State as well as medical assistance, presumptive eligibility, and certified application assistance sites for assistance programs housed within the CBMS automated system. The work unit consists of supervisors, lead workers, trainers, developers, LMS administrators, evaluators, and support staff. The SDD utilizes a variety of training methods including but not limited to distance learning, computer-based training, classroom instruction, simulations, guided job tasks, individual and group activities, skills practice opportunities, self-study, and experiential learning. The SDD also develops tools to support adult learning and learning transfer.
The work unit for this position (Design & Development) develops, maintains, coordinates, and implements a robust training program and curriculum to address the training needs of approximately 5,000 eligibility workers statewide. The training program blends a combination of delivery methods and implements a methodology to measure training effectiveness through evaluation of standardized quality measures. The work unit ensures that Department staff, eligibility sites, community partners, vendors, and other stakeholders receive consistent and accurate program information through professional training while demonstrating the best practices and standards within the training industry. All eligibility training projects are assigned to the work unit to administer, monitor, and process to completion.

Job Description:

This position is in training design, development, and implementation of a variety of online training courses, methods and materials for Public Assistance Programs. In collaboration with other training unit staff, position is in training to perform duties required for development and maintenance of online learning courses regarding Public Assistance Programs policy and the Colorado Benefits Management System (CBMS). Position works with other training staff to learn to maintain, coordinate and implement a comprehensive training program to address the Public Assistance Programs training needs of eligibility workers statewide. This position also helps ensure the smooth and effective functioning of learning events and special projects through administrative support. This position provides technical support as a coordinator for the LMS and online engagement platform.
Online Course Development and Maintenance:
  • This position will assist the Training Specialist III's to create and update high quality, comprehensive, and accurate training courses and materials within management-established timelines.. Using guidance from the work lead and/or the supervisor, the position will choose the best course of action in order to update assigned training materials. In authoring online learning courses, position is in the training phase to create and edit images such as CBMS screenshots, illustrations, and graphics used for the training theme using advanced imaging editing tools such as Adobe Photoshop and Illustrator. Position is in the training phase to use online review tools to host published courses for stakeholder review and approval.
Learning Management System Support:
  • This position provides technical assistance in the support of the SDD Learning Management System (LMS). This position aids and supports the LMS/Web Administrator on assignments regarding the routine and daily operation, use, and configuration of the LMS. This position is in training to identify and communicate opportunities for process and quality improvements, providing feedback on usage, defects, and suggested enhancements. The position supports the tracking and update of web-based training files, course materials, and facilitator and participant guides.
Performs other duties as assigned. Participated in other projects, initiatives, opportunities, and meetings as assigned.

Minimum Qualifications:

  • 5 years of professional experience in learning and development, including graphic design, learning management system support, and/or curriculum development.

OR

  • Bachelor's degree from an accredited institution in a field of study related to the work assignment and one (1) year of professional experience in user experience design, instructional design, or adult education.


Substitutions:
Additional appropriate education (e.g. MA degree) will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:

  • Current or previous experience working as a State of Colorado Employee

  • Professional experience working directly with Public Assistance Programs in the aspects of training and/or eligibility

  • At least 1 year developing infographics

  • At least 1 year working with multi-media software applications

  • Excellent time management skills, word processing and presentation software skills, and both verbal and written communication skills

  • Knowledgeable about learning management systems, instructional design, and e-learning platforms

    • Preference will be given to those with Cornerstone LMS Experience

  • Experience working with Google applications.

Conditions of Employment:
  • Standard background check.
  • This position is required to travel routinely to deliver training to CDHS facilities across the state (e.g., Pueblo, Grand Junction).
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant's prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
