Job description

Job Purpose:

To establish the duties and responsibilities of the Deputy Fire Chief of Administration for the City of League City Fire Department (LCFD).

Job Summary:

The Deputy Fire Chief of Administration is appointed by and serves at the direction of the Fire Chief. The Deputy Fire Chief is an at-will, exempt status member of the senior staff management team. The Deputy Fire Chief assists the Fire Chief in planning, organizing, and directing designated divisions and assists in achieving department policy, goals, and legal mandates of the city; and performs other duties as required. This position requires trust and integrity at all times and shall keep a high standard when dealing with confidential information and HIPPA laws.

Duties include but not limited to:

  • Serves as an assistant and confidential aide to the Fire Chief; promotes a harmonious and effective working relationship with the VFD Corporation E- Board, department personnel, and in contact with the members of the community; investigates complaints and takes appropriate action when assigned.
  • Performs research and statistical analysis of department's program toward the goal of accreditation.
  • Develops and implements best practices for attaining and maintaining accreditation.
  • Drafts and maintains policies and/or standard operating procedures.
  • Assists the Fire Chief with the identifying, establishing, and implementing of best practices related to departmental activities with a focus on continuous improvement, efficiencies and cost effectiveness.
  • Direct and oversee the actions of assigned staff; hold supervisors, Fire/EMS officers, and personnel accountable for the enforcement of rules, regulations, orders, procedures, policies, VFD contract, and employment agreements.
  • Assist in recruitment, testing, and interviewing, personnel development, performance evaluations, and operational audits aimed at increasing effectiveness and reducing liability, and discipline control.
  • This position is responsible for LCFD data analytics, which includes compiling, manipulating, organizing and understanding data produced by LCFD in the areas of budget and fire-related information, for the purposes of making strategic and well-informed decisions which benefit the department's operations.
  • This position requires both basic and advanced office administration, payroll, accounting, project management, research, assistance in the development and implementation of the Fire Department's annual budget, compilation, and analysis of information for statistical purposes and coordination of programs related to budget or contractual obligations as directed.
  • Supervises the Quartermaster and oversees the purchasing, storage, and distribution of all supplies and commodities of the department to include self-contained breathing apparatus, personal protective equipment, uniforms, and related tools/equipment directly, or through subordinate staff.
  • Researches best practices and industry trends, identifies and recommends areas for improvement.
  • Performs research and statistical analysis of department performance to benchmark against other agencies.
  • Maintains the first responder program with the volunteers and trains all members to keep the program successful.
  • Attain and maintain SFFMA coordinator status and input all training hours, objectives and certifications for the volunteer firefighters. Assist the Fire Chief with helping the department becoming accredited for best practices for every division. Ensures the department maintains current standards and requirements for current ISO PPC Class 1 rating.
  • If first arriving at an emergency incident, establishes Incident Command (IC) System where command has not been established. Be prepared to assist in the command process where command has already been established. If established as the Incident Commander, set up the command structure according to established departmental procedures, and set scene objectives and strategies.
  • Assist the Fire Chief with purchasing and bid letting to ensure cost efficiency and compliance with law. Recommend changes in spending on line items based on changing conditions in order to balance revenues with expenditures.
  • Assist the Fire Chief in developing goals for future years and planning of capital purchases and budgets.
  • Perform such duties as may be reasonably required by the Fire Chief, including attending periodic meetings at schools, conferences, workshops, and seminars.
  • Availability to respond to emergencies during non-business hours as needed.
  • In the absence of the Fire Chief, and Assistant Chief of Community Risk Reduction, assume the duties of the Fire Chief.
  • Will be required to respond to and hold a key leadership position in the EOC, during natural and man-made disasters.
  • Will respond to emergency calls as needed.

Minimum Skills & Qualifications:

An Associates degree or Bachelor's degree in Fire Science, EMS or related field from an accredited university or college or 60 hours of college credit toward fire science or a related field.

Paramedic certification
Incident Command System 100, 200, 300, 400, 700, 800

Desired Qualifications:

Minimum 12 years fire service experience with progressively increasing responsibility.

TCFP Fire Officer IV.

TCFP Fire Instructor II

A Bachelor of Science degree in Fire Science or related field from an accredited university or college, with additional specialized training in fire department operations and administration.

Graduation from the Executive Fire Officer Program.

Certification as a Chief Fire Officer through the Center for Public Safety Excellence (CPSE).

Completion of the Texas A&M Fire Service Chief Executive Officer Program (FSCEO).

Completion of the Texas Fire Chief's Academy.

Knowledge of:

  • English grammar, spelling, punctuation
  • Emergency management principles and city regulations for disaster programs
  • Departmental medical protocols, city ordinances, & ability to read contracts
  • Principles and practices of accounting, including budgets & payroll, and business acumen
  • City policies and procedures: payroll, leave, FMLA regulations, travel, p-card, purchasing, and all Tyler Munis applications
  • State and federal law concerning storage and issuance of scheduled drugs
  • Incident Command System 100, 200, 300, 400, 700, 800
  • Modern office procedures, methods and computer equipment
    Skill in:
  • Interpersonal skills necessary to develop and maintain effective and appropriate working relationships
  • Performing a variety of duties, often changing from one task to another of a different nature
