JOB TITLE:                  Deputy Director-Treasury

SALARY RANGE:        $136,808 - $146,000

HAY POINTS:              994

DEPT/DIV:                   Treasury (Cash and Investment Management)

SUPERVISOR:            Director Cash & Investment Management

LOCATION:                 2 Broadway, New York NY 10004

HOURS OF WORK:    9:00 am - 5:30 pm (7 1/2 hours/day)

DEADLINE:

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY:

This position is responsible for the day-to-day management of personnel and system resources of the MTAHQ Treasury Department that carry out the cash, debt and investment management objectives for the MTA and the related entities. This entails the utilization of various systems to manage the MTA's cash, debt, and investments in accordance with appropriate statutory requirements and MTA Board Policy, including various Bond Resolutions. The three main objectives of this position are to provide a centralized source of cash liquidity and investment management for each of the operating agencies and the Capital Program, to manage restricted portfolios that are required under the various MTA Funding Agreements and Bond Resolutions, and to assist with the Arbitrage Rebate Compliance with the IRS Rules relating to MTA Debt.

RESPONSIBILITIES:

· Select, develop, and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

· Monitors and controls the movement of all cash and investments of the MTA to ensure that all transactions are done in accordance with the appropriate legal statutes, bond resolutions, and other MTA guidelines and/or procedures.

· Provides supervision of approximately fifteen (15) professional treasury staff. Supervise and monitor staff activity in order to meet the financial and reporting requirements of the MTA, assure adherence to internal controls and meet investment objectives.

· Ensures that the major Treasury department systems (investment, cash management, debt management and accounting reporting systems) are properly maintained. This includes identifying new reporting requirements and maintaining appropriate licensing and system usage agreements.

· Serve as liaison between the MTA Treasury Department and other departments, including: Audit, Comptroller, Budget, Finance, Operating Agencies, Federal, State and Local Municipalities, and outside auditors.

· Ensures the efficient investment of MTA funds to provide liquidity to meet operating and capital requirements, to safeguard MTA financial assets, and to maximize investment income.

· Coordinates the use and drawdown of MTA Capital Funds regarding application of the funds to the proper accounts.

· Assumes the responsibilities of the Director of Treasury in his/her absence.

· Work with Senior Manager Treasury and Investment Management Systems on monthly debt service accruals and other accruals as necessary.

· Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

· All other assignments at the request of senior management.

· Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.

EDUCATION AND EXPERIENCE:

REQUIRED

· Bachelor’s degree in business, Transportation, Public Policy or an equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.

· Minimum 10 years related experience, including at least 4 years in a managerial and/or leadership role in a large, multi-faceted, fast-paced organization or governmental body preferred.

PREFERRED

· Master’s degree in a related field.

· Attainment of or in the process of attaining specific functional licenses or certifications in area of specialty if applicable (e.g. CTP, CFA)

· Familiarity with the MTA’s policies and procedures.
