Plans, organizes and coordinates the work of a large staff engaged in the administration of public social welfare, and employment and benefit programs ; directly supervises mid-management staff and other assigned administrative and clerical personnel; manages remaining staff through subordinate supervisors; evaluates the functions and operations of the assigned division and implements changes to improve effectiveness; confers with the Director, management, supervisory, and administrative personnel regarding policies, procedures, personnel matters, staff development, fiscal, and other program matters; advises or makes decisions on difficult problems relating to work being performed or matters affecting division matters; writes or directs the preparation of manuals, bulletins, or general instructions on policies and procedures; hires, trains, evaluates and disciplines subordinates, either directly or through appropriate delegation of responsibility; discusses matters related to programs or other areas of operation with governmental agencies or interested groups; works collaboratively with representatives from the community to promote departmental goals; conducts and/or participates in meetings with staff, representatives from other county, state, regional or federal agencies or community representatives; acts in the Director's absence as assigned and authorized; researches and implements federal, state and county requirements for new or revised programs; assists in the development and administration of division budget; maintains appropriate fiscal controls; serves on state, regional and/or local governmental and community agency committees as a representative of the Human Services Agency; prepares reports and correspondence; performs a variety of administrative duties and manages major special projects as assigned; may make presentations to individuals, groups and/or before the Board of Supervisors.
Any combination of education, training and experience that will likely provide the required knowledge, skills and abilities may be considered qualifying. A typical way to obtain the required knowledge, skills and abilities would be:
Education: Equivalent to graduation from an accredited four-year college or university with a bachelor's degree in social science, business, public administration or a closely related field. (Additional qualifying experience as described below may substitute for the required education on a year for year basis, up to a maximum of two years.)
Experience: Three years of management level experience in a social service, eligibility, employment and training, administrative services, fiscal, staff support division or special investigations program in a California County Human Services Agency, Job Training Office, Health Department, Behavioral Health Department; or other relevant California County or large public agency or department; OR Three (3) years management/professional level experience in a personnel department in a county or large public agency. (Substitution: Possession of a Master's Degree from an accredited college or university in social work, public or business administration, or a closely related field may substitute for up to one (1) year of the required experience.) NOTE: The recruitment and selection process may specify or emphasize one or more specialized skills depending on the needs of the department.
License: Possession of a valid, appropriate California driver's license issued by the Department of Motor Vehicles.
Special Requirements: (1) Work irregular hours as necessary; (2) travel within and outside the county; and (3) qualify for security clearance through a background investigation, including a fingerprint check.
