Denver Transit Operators (DTO) is a privately held company that has a 29-year contract with the Denver Regional Transportation District (RTD) to operate and maintain the commuter rail system within the Greater Denver Metro area. We currently have a full time opportunity for a Deputy Chief Mechanical Officer. We are seeking a committed individual that directs the daily operations of the Vehicle Maintenance Department and has primary responsibility for the condition and performance of the railcar vehicle fleet consisting of 66 electric multiple unit railcars.

The primary goals of this position are to ensure the safety of Vehicle Maintenance Department personnel and the traveling public, while directing the team to meet the quality and productivity goals established by the company. This includes responsibility for coordination of activities such as inspection, repair, maintenance, testing, cleaning, overhauls, improvements, retrofits, and warranty administration.

This position is in Denver, Colorado primarily based out of the ‘Commuter Rail Maintenance Facility’, a LEED certified maintenance facility constructed in 2015 with state-of-the-art facilities and equipment. This position is bonus-eligible and relocation assistance is available for the ideal candidate.

This is a safety sensitive position subject to the rules & regulations of the Federal Railroad Administration and their Drug & Alcohol policy.

Pay:

Our Chief Safety and Security Officer can expect to earn an annual salary of $115,000 to $125,000. Your performance & pay are reviewed yearly.

What Will You Do?

As Deputy Chief Mechanical Officer, some of your duties will be to:

  • Promotes a safe working environment.
  • Oversee and manage Supervisors and mechanics, including maintenance training department
  • Plans, directs, and coordinates the inspection, maintenance and repair of the revenue vehicle fleet in accordance with FRA regulations, OEM recommendations, and DTO standards and procedures.
  • Implement and lead all safety activities required by the DTO system safety program. Ensure the diligent application of all safety rules, policies and procedures designed to protect employees, customers and the environment. Monitor and/or anticipate hazardous and unsafe situations and implement suitable countermeasures.
  • Develop and implement preventive maintenance, quality assurance, and continuous improvement programs to ensure that fleet performance and availability goals are achieved.
  • Ensure railcars are efficiently scheduled for inspection and maintenance in accordance with FRA regulations, OEM recommendations and DTO standards.
  • Oversee interior and exterior vehicle cleaning in accordance with DTO standards.
  • Analyze data and adjust maintenance methods and periodicities as required to meet reliability standards and achieve cost efficiencies.
  • Oversee the maintenance of inspection, repair and performance records, both written and electronic, in accordance with FRA and DTO requirements and fleet analysis needs. Direct the preparation of reports as required.
  • Contribute to the development and administration of the Vehicle Maintenance Department budget. Forecast budget needs for staffing, equipment, materials and supplies. Monitor and approve expenditures and implement budgetary controls and adjustments as appropriate and necessary.
  • Oversee the staffing of the Vehicle Maintenance Department including the selection, training, motivation, evaluation, and performance management of maintenance personnel.
  • All other duties as assigned.

What You Need to Bring (Position Requirements)

Minimum Technical Qualifications:

  • A minimum of five years of experience in railcar or locomotive maintenance, with at least two years of management responsibility.
  • An associate degree in a technical field of study or an equivalent level of work experience required.
  • Experience coaching and mentoring a workforce on safety, quality and productivity goals.
  • Knowledge of Federal and other applicable laws, codes, and regulations applicable to rail operations and maintenance. Demonstrated proficiency in 49 CFR 229, 238 and 232 mechanical regulations required.
  • Knowledge of occupational hazards and standard safety practices related to rolling stock maintenance requirements required.
  • Effective communication skills orally and in writing.
  • Ability to interact constructively and establish and maintain cooperative working relationships with external stakeholders and employees at all levels of the organization.
  • Proficiency in software applications required for analyzing data and preparing correspondence, reports and presentations.

Minimum General Qualifications:

  • Must be available 24 hours/7 days a week to respond to emergencies with the ability to work alternate shifts and days as required.
  • Must be eligible to work in the U.S. and successfully pass a pre-employment background check.
  • Must pass a pre-employment drug screening and be willing to comply with the DTO Drug and Alcohol Policy.
  • Must pass a pre-employment physical examination.
  • Must possess a valid driver’s license.

Preferred Qualifications (The ideal candidate will have these):

  • A bachelor’s degree in engineering or a related field.
  • A minimum of 1 year of passenger related car or locomotive managerial experience.
  • Experience with Electric Multiple Unit (EMU) railcars preferred.
  • Experience with process improvement initiatives, such as Continuous Improvement, Kizan, Lean, ‘5S’.
  • Intermediate or above knowledge and experience using Microsoft Excel and Power Point to analyze data and present information.
  • Proficient with maintenance management systems such as Assetworks, EAM, Maximo or equivalent.
  • Proven experience coaching and mentoring a team of supervisors and mechanics to improve safety, quality and efficiency
