Deputy Chief Financial Officer
The Rappahannock Regional Jail is seeking a Deputy Chief Financial Officer to perform difficult professional work planning, directing, evaluating, and supervising accounts payable, accounts receivable, inmate accounts, payroll, procurement, and mail distribution, and related work as apparent or assigned.
Essential Functions include, but are not limited to:
Plans, organizes, directs, evaluates, and supervises accounts payable, accounts receivable, inmate accounts, payroll, procurement, and mail distribution.
Assigns, directs, trains, and inspects the work of staff; rewards, disciplines, coaches, counsels, and evaluates staff performance; develops staff schedules; recommends hire, transfers, promotions, suspensions, terminations, and demotions.
Oversees Compensation Board reporting, reimbursement of funds, and preparation of annual budget; provides expertise and assistance during annual budget preparation and as needed throughout the fiscal year.
Interprets and applies various accounting guidelines/statements for proper accounting and financial reporting.
Coordinates and prepares sections of the Comprehensive Annual Financial Report, including financial statements, exhibits, schedules and review of footnotes, transmittal letter, and statistical tables.
Oversees coordination of internal/external audits; provides independent auditors with various schedules, financial reports, and documentation; responds to questions and assists with the resolution of auditor-related issues.
Education/Experience:
Bachelor's degree with coursework in accounting, finance, or related field and extensive experience in governmental accounting work, or equivalent combination of education and experience.
Special Requirements:
Obtain Government Finance Officers Association (GFOA) certification within two years of hire.
Valid driver's license in the Commonwealth of Virginia.
Applicant must pass a criminal background, Drug Test, DMV check and polygraph examination.
