Job description

Position Summary
This position is responsible for the enforcement of city codes and ordinances.
Position Description
ESSENTIAL FUNCTIONS
  • Enforces city zoning, sign, solid waste, housing, utility, nuisance, alcoholic beverages, tax, and license ordinances.
  • Responds to complaints of City code violations and investigates possible infractions, including codes related to illegal dumping, environmental hazards, or other issues: and conducts site visits to determine validity of complaints or to enforce codes; Notifies individuals of violations in person, by telephone, or by mail as needed.
  • Determines compliance or non-compliance with codes: meets with property owners and/or tenants to discuss violations; issues Code Compliance notices and official correction notices to inform violators of discrepancies and compliance deadlines; issues citations/summonses to violators; collects, evaluates, records, and preserves evidence; take and files photographs to document violations; prepares evidence for court cases, testifies in court as needed; and performs follow-up site inspections as needed.
  • Interprets, enforces and abides by the provisions of applicable local codes, laws, rules, regulations, specifications, standards, policies and procedures: provides information and technical assistance concerning code requirements; discusses problem areas with property owners, residents, and others; make suggestions and recommends solutions to violations; responds to questions or complaints concerning applicable codes or code violations; and conducts research associated with code enforcement activities as needed.
  • Maintains comprehensive records of enforcement activities; enters data into computer system; prepares and sets up files, sorts/organizes documents, and files documents in designated order; retrieves/replaces files; shreds/destroys confidential or obsolete documents; and conducts records management activities in compliance with guidelines governing record retention.
  • Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations: maintains an awareness new products, methods, trends and advances in the profession; reads professional literature; maintains professional affiliations; and attends workshops and training sessions as appropriate.
  • Establishes positive working relationships with representatives of businesses, community organizations, state/local agencies and associations, City management and staff, and the public.
  • Removes illegal signs from rights-of-way.
  • Performs other related duties as required.

KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge of all relevant local, state, and federal regulations and guidelines.
  • Knowledge of relevant city codes and ordinances, legal processes, construction and trade codes, and the zoning ordinance.
  • Knowledge of the geography of the city, including streets names and rights-of-way.
  • Knowledge of computers and job-related software programs.
  • Skill in investigation techniques.
  • Skill in reading maps, charges, and microfiche.
  • Skill in interpersonal relations.
  • Skill in oral and written communication.

SUPERVISORY CONTROLS
The supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES
Guidelines include relevant local, State and Federal codes and city and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.
COMPLEXITY/SCOPE OF WORK
  • The work consists of related code enforcement duties. Strict regulations, combined with the unique nature of each case in question, contribute to the complexity of the work.
  • The purpose of this position is to enforce city codes. Successful performance ensures compliance with all relevant codes and ordinances.

  • Contacts are typically with co-workers, other city employees, property owners, law enforcement personnel, court personnel, and members of the general public.
  • Contacts are typically to give or exchange information, resolve problems, and negotiate, defend, or settle matters.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, or walking.
  • The work is typically performed outdoors, occasionally in cold or inclement weather.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None.
MINIMUM QUALIFICATIONS
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.
  • Possession of or ability to readily obtain the appropriate state certification for the type of inspections conducted.
