NATURE OF WORK

This position serves as a Front-Line Crisis Navigator at the Family Peace Center (FPC). A Front-Line Crisis Navigator will be responsible for immediate intake and assessment of persons upon entry to the FPC, which will allow staff to anticipate and respond to immediate client needs prior to assignment to a Case Manager.

GRANT FUNDING ADVISEMENT

This position is 100% funded by a grant from the Illinois Department of Commerce and Economic Opportunity. Acceptance of this position shall not be construed as a guarantee of employment beyond the grant-funded period.

DISTINGUISHING FEATURES

The Front-Line Crisis Navigator (FLCN) will dedicate 100% of their time to be the first point of engagement with persons entering the FPC. They will focus on crisis intervention and conduct an intake and assessment to determine the client’s needs and what victimizations they have experienced for which they may be eligible for services and support. The FLCN will be responsible for triaging immediate needs, including necessary crisis responses, and making appropriate referrals before scheduling the client for case management. The FLCN will also be responsible for ensuring compliance with FPC policies and procedures regarding confidentiality and implementation of trauma informed practices.

ESSENTIAL FUNCTIONS (These essential duties are only illustrative.)

Complete grant goals and objectives according to proposed timelines, including: engaging FPC clients while adhering to trauma informed and survivor driven principles and policies of the FPC; treating all clients, staff and FPC partner agency personnel with kindness, dignity and respect; engaging in activities and practices addressing self-care and vicarious trauma; ensure the confidentiality and information sharing process is followed; participate in training and regular debriefs with the Client Services/Project Manager; provide feedback to the FPC Executive Director about additional services, partners or people who need to be at the FPC in order to fulfill client multi-victimization needs.

Complete all other tasks and duties as assigned and required by the Manager of the Mayor’s Office of Domestic and Community Violence Prevention and Client Services/Project Manager.

SUPERVISION RECEIVED

Works under the overall supervision of the Manager of The Mayor’s Office of Domestic and Community Violence Prevention general and day-to-day supervision and direction of the Client Services/Project Manager of the grant, who reviews work for effectiveness, timeliness, and for overall results achieved.

SUPERVISION EXERCISED

This position does not require supervisory duties.

WORKING CONDITIONS & PHYSICAL DEMANDS

Work is performed primarily in an office setting, although work activities occur in a fast paced, high demand environment at times.

SUCCESS FACTORS (KSAs)

Thorough knowledge of domestic violence and human trafficking prevention efforts, including best practice prevention efforts and strategies.

Comfortable working in a collaborative manner in a fast-paced environment with multiple organizations. Sensitivity to the concerns of partner organizations, willingness to receive and use feedback in program design, interpersonal interactions and policy development.

Ability to express ideas effectively orally and in writing, to conduct research, and to prepare clear and concise reports.

Ability to establish and maintain effective working relationships with city employees, other government agencies, law enforcement, the general public, and community organizations.

Skill in the use and care of a personal computer.

Ability to ask for help and support.

Ability to treat clients, staff and partner agencies with kindness, dignity and respect in challenging circumstances and conditions.

Strong communication and interpersonal skills.

EDUCATION, TRAINING & EXPERIENCE

Graduation from an accredited college or university with a Bachelor Degree in human services, social services or the equivalent, and one year experience in client navigation and/or crisis intervention. 40-hour ICADV Domestic Violence Training and other training in confidentiality and mandated reporting and have knowledge of the Family Justice Center movement and the purpose of this model and service delivery. Knowledge of best practice interventions for persons in trauma from multivictimization of domestic or sexual violence, child or elder abuse or human trafficking. Experience with computer programs, data collection desired. Persons with lived experience with domestic or sexual violence, child abuse or human trafficking preferred, Any satisfactory equivalent combination of education, experience and training which ensures the ability to perform the work may be substituted for the required experience.

NECESSARY SPECIAL REQUIREMENTS

Possession of a valid Illinois driver’s license.

Residency requirement:

Modified November 15, 2021: All employees (except Police Sworn and Fire Sworn) hired on or after June 1, 2018 shall reside anywhere in Winnebago County or within fifteen (15) miles of Rockford City Hall (425 E. State Street Rockford, IL 61104) within six (6) months after their introductory period. Department Heads shall live within the municipal boundaries of the city of Rockford.

Effective June 1, 2018, all newly hired employees, including newly hired Department Heads, shall live within the municipal boundaries of City of Rockford within six (6) months of their completion of their introductory period.

Classified employees hired after January 1, 1984, may live anywhere in Winnebago County or anywhere within an area fifteen (15) miles from the Public Safety Building within six (6) months of their date of completion of probation. Employees hired prior to January 1, 1984, shall be subject to their conditions of employment in effect at that time.
