C5T is seeking a Mobility Air Forces Command and Control (MAF C2) system Functional Analyst to provide Deliberate and Crisis Action Planning and Execution Segments (DCAPES) Subject Matter Expertise to facilitate establishment, prioritization, and identification of MAF operational requirements ensuring a proper balance among cost, schedule, and performance.
This team member conducts organizational studies and evaluations, design systems and procedures; work simplification and measurement studies, as well as preparing operations and procedures manuals to assist management in operating more efficiently and effectively. The Functional Analyst participates in the analysis and review of functional requirements for AMC common service areas, providing expert knowledge of the user's requirements. This effort includes the evaluation of existing legacy systems and for future planning advance research requirements support. Provides Subject Matter Expert level support to daily requirement analysis of MAF C2 system development and Integrated Product Teams (IPTs)/Working Groups.
Additionally, this position assists in the preparation of meeting minutes, associated staff package drafts/inputs suitable for staff coordination, briefing materials, monthly status reports, and specifications and standards usage reports as well as supports the contract training manager in the accomplishment of all virtual and in-person (CONUS and OCONUS) training responsibilities.
Possesses functional Subject Matter Expertise on the DCAPES system.
Responsibilities include:
- Provides expert knowledge of user requirements in the review and analysis of functional requirements for AMC common service areas.
- Provides evaluation of existing legacy systems and future system requirements support.
- Supports requirement analysis of MAF C2 system development and product teams.
- Provides functional knowledge of the operational needs for fixed and deployed systems for active, guard, reserve, and DoD users. Receive, document, identify, and clarify user requirements for future C2 system development.
- Provides recommendations for developing, updating, and reviewing program documentation such as operational requirement documents; mission needs statements; concept of operations; and other C2 system baseline documents.
- Works with functional managers to identify, document, analyze, and prioritize requirements from the user community.
- Provides direct support to C2 System Functional Managers (FM) and act as a functional management point of contact (POC) for the MAF functional user community and for various development/testing communities associated with MAF C2 transportation systems.
- Maintains all related documents and correspondence in accordance with HQ AMC/A3C SharePoint business rules.
- Works with users and developers to define, clarify, and prioritize functional requirements and implementation schedules.
- Participates in program reviews and meetings.
- Coordinates functional community participation in Joint Application Design/Rapid Application Development (JAD/RAD) sessions.
- Facilitates communication between application developers and functional community.
- Acts as the functional management focal point for coordinating program and technical document reviews.
- Reviews, coordinates, and maintains program and technical documentation as required.
- Establishes and coordinates user certification and security access requirements.
- Provides monthly status on user security to include foreign nationals through the Contractor provided Security Features User Guide.
- Provides requirements analysis by accomplishing the following tasks.
- Reviews the requirements and any available use cases to ensure that requirements assigned to a Release Specification Agreement (RSA) and/or Version Release List (VRL) are clearly defined for testing purposes and that those requirements are quantifiable and testable.
- Develops operational testing criteria and participates in the testing.
- Provides proficiency in linking operational requirements to capabilities/integration side.
- Provides recommendations to support matrixed teams regarding scope and interoperability of C2 systems issues and topics.
- Provides analysis necessary for program requirements development, requirements analysis, and agile development assessments. coordination for HQ AMC/A3 at meetings to determine the rack and stack (RnS) of software (agile) development changes.
- Provides recommendations in the areas of requirements definition, strategic and operational policy, plans, testing, feasibility studies affecting any systems integration/insertion of national capabilities application into existing and emerging Command and Control (C2) and worldwide operations.
- Provides technical support as required.
Qualifications:
Required:
- Possess functional Subject Matter Expertise and broad-based operational experience in transportation and MAF C2 systems, especially the DCAPES system
- Experience in Air Mobility Command (AMC) Headquarters and/or similar staff.
- Understanding of current DoD and USAF doctrine, tactics, and concepts of operations related to air mobility operations and planning.
- Excellent communication skills (verbal and written).
- Ability to effectively prioritize tasks, and manage projects from concept to production.
- Must be able to thrive in a collaborative team environment, and quickly adapt to change.
- Familiarity with Agile Development Process.
- Proficient with Microsoft Office 365 applications including Word, Excel, PowerPoint, Outlook and Teams.
- Current Secret or higher security clearance.
- Must be a US Citizen.
