I. DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 1 Database Architect 2, hereafter referred to as Candidate(s), who meets the general qualifications of Database Architect 2, Data/Database Administration and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Level Description

4-7 years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field. Relies on limited experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is required. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Job Description

Designs and builds relational databases. Develops strategies for data acquisitions, archive recovery, and implementation of a database. Cleans and maintains the database by removing and deleting old data. Must be able to design, develop and manipulate database management systems, data warehouses and multidimensional databases. Requires a depth and breadth of database knowledge that shall help with formal design of relational databases and provides insight into strategic data manipulation. Responsible for making sure an organization's strategic goals are optimized through the use of enterprise data standards. This frequently involves creating and maintaining a centralized registry of metadata. Has working knowledge of EIR Accessibility standards and assistive technologies. Ensures that all user interfaces for database administration and inputting, viewing, outputting data(via reports) are compliant with accessibility standards.

Additional job details and special considerations

The Information Technology (IT) Applications, Medicaid/CHIP Systems (IT-MCS) team has initiated the MCS SAVERR to TOA Remediation PPS & TMTS project. This project will remediate SAVERR code in the Premiums Payable System (PPS) and Texas Medical Transportation System (TMTS) by replacing SAVERR code with TOA code and business logic. Requires knowledge and experience in Oracle database design, development, performance optimization, reporting, testing, defect root cause analysis, troubleshooting, Agile development methodology, and systems architecture documentation utilizing Oracle version 11x and/or 12x. Available for on-call support as needed. Other duties as assigned and required by the unit operations.


II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 6 Required Experience with Oracle databases version 11x, 12x or later 6 Required Experience in writing SQL for relational databases 6 Required Experience designing, developing, and supporting Oracle databases 6 Required Experience troubleshooting and performance tuning Oracle databases 6 Required Experience creating new databases, writing stored procedures, writing views, managing databse security, developing reports and ad-hoc queries 5 Required Experience documenting database design, processes, and interfaces 5 Required Experience supporting application development on J2EE and WebSphere platform 5 Required Experience working with project teams utilizing Agile project management principles/methodology 1 Preferred Experience with Texas Health and Human Services or other State Agency
III. TERMS OF SERVICE
Services are expected to start 03/01/2024 and are expected to complete by 08/31/2024. Total estimated hours per Candidate shall not exceed 1032 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at 4601 W. Guadalupe St., Austin, TX 78751. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
V. OTHER SPECIAL REQUIREMENTS

Services are expected to start 03/01/2024 and are expected to complete by 08/31/2024 for FY24. Total estimated hours for Candidate shall not exceed 1032 hours for FY24. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

o Candidates must be within the State of Texas specifically around Austin Metro Area and surrounding cities that's within 75 miles from the office. Out of State candidates will not be considered.
