Job description

Under general direction of the Information Technology Manager I (ITM I) in Database Platform Services Section (DPSS) , the Information Technology Specialist II (ITS II) works independently on the most complex software systems and software projects.
The ITS II is responsible for organizing, planning, and implementing all activities associated with the FI$Cal DPSS. The incumbent is responsible for the d esign, installation, configuration, patching, upgrades, monitoring, optimization, backup, recovery, performance, maintenance, and operations of all FI$Cal system Database Services. The ITS II manages the monitoring and development tools supporting the FI$Cal system and conduct technical testing, including performance testing, disaster recovery testing, and accessibility testing for the FI$Cal system.
The duties for this position are focused in the Software Engineering and System Engineering domain, however, work may be assigned in the other domains as needed.
This position is currently a remote-centered positions (3 or more days of telework per week) and eligible for a $50 monthly stipend.

Working Conditions
This position requires the ability to work under pressure to meet deadlines and may require excess hours to be worked. The incumbent should be available to travel as needed and is expected to perform functions and duties under the guidance of the Department of FISCal's core values. The incumbent provides back-up, as necessary, to ensure continuity of departmental activities.
This position requires prolonged sitting in an office-setting environment with the use of a telephone and personal computer. This position requires daily use of a copier, telephone, computer and general office equipment, as needed. This position may require the use of a hand-cart to transport documents and/or equipment over 20 pounds (i.e., laptop, computer, projector, reference manuals, solicitation documents, etc.). The incumbent must demonstrate a commitment to maintain a working environment free from discrimination and sexual harassment. The incumbent must maintain regular, consistent, predictable attendance, maintain good working habits and adhere to all policies and procedures.
Candidates who reside outside of the State of California may be admitted to the job interview, but they must show proof of residence in California prior to being eligible for appointment.

Department Information
The Financial Information System for California (FI$Cal) is of significant scope, complexity, and sensitivity and has been identified as one of the largest financial business transformations the State has ever undertaken as it has changed the way all state departments conduct financial operations. The FI$Cal Enterprise Resource Planning (ERP) System enables the state to combine its accounting, budgeting, cash management, and procurement and contracting operation into a single, integrated financial management system. The FI$Cal ERP System eliminates the need for hundreds of independent legacy systems and department-specific applications that previously supported internal business operations of the state.
Assembly Bill 156 (Stats. 2022, Ch. 569, Sec. 18 and 24 ) recognized the completion of the FI$Cal project and codified a "road map" of future work the Department of FISCal must achieve before 2032.

Desirable QualificationsIn addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Comprehensive Database Expertise:
    • Advanced knowledge of relational databases and database administration.
    • Mastery of best practices for database administration, including normalization, de-normalization, system software, data access, security management, ETL, monitoring, capacity planning, performance tuning, and backup and recovery.
  • Database Planning and Maintenance Leadership:
    • Proven ability in planning, building, and maintaining large and complex databases for high performance and availability.
  • Oracle Software Understanding:
    • Good understanding of Oracle software, including PeopleSoft, Hyperion, Primavera, Oracle Business Intelligence, Oracle Fusion GRC, Oracle WebLogic, and related tools.
  • Performance Tools Proficiency:
    • Advanced knowledge and experience using Oracle and industry performance tools, such as Toad, Oracle Enterprise Manager, SQL Tuning Advisor, and Automated Workload Repository (AWR).
  • Oracle Engineered Systems Knowledge:
    • Good understanding of Oracle engineered systems and underlying operating systems.
  • IT System Design and Management:
    • Experience in the design, installation, configuration, patching, upgrades, monitoring, optimization, backup and recovery, and operations of system software, middleware, and databases.
  • Testing and Issue Resolution:
    • Experience in performance and disaster recovery testing of large-scale IT systems.
    • Ability to quickly address complex issues, evaluate alternatives, make decisions, and take appropriate action.
