Job Description
The Office of Regulatory Compliance and Accountability (ORCA) in housed within the Accountability Office (AO). The office works closely with internal and external partners to ensure that DHS facilities, both directly-managed and those managed by provider agencies, comply with statutory, regulatory, and contractual obligations. ORCA carries out its mission through collaboration with Agency personnel to develop initiatives that optimize the Agency's resources to comply with regulatory requirements.
ORCA is recruiting for (1) one City Research Scientist IV to function as a Data Research Director, who will:
-Provide leadership and direction for shelter regulatory compliance. Research current shelter regulations and practices and identify appropriate methodologies for compliance research.
-Recommend and develop new policy and/or programmatic initiatives based on research findings. Provide reports, research briefings and recommendations to the Commissioner and Senior executive staff.
-Direct and supervise DRU staff's performance in areas of complex data and statistical research and analytics, including but not limited to, a Monthly ORCA Performance Measures Report, the Shelter Performance Measures Report for DHS Program Administrators, and the Quarterly Quality Assurance Project. This is a random sample-based research project and analyses for measuring incident reporting quality, timeliness, trends and other performance measures. Direct staff in the preparation of policy analysis and comments on City and state legislation.
-Plan, coordinate, and supervise innovative research projects including creating predictive models to identify shelters with heightened risk for serious incidents. Develop indicators that measure global integrity best practices and thresholds for program development.
-Collaborate with multiple stakeholders to create and maintain data systems and data integrity across stakeholder's large and complex data management systems and provide advice and guidance in the field of social research with the goal of designing innovative research strategies to facilitate the collection and coordination of information relating to compliance initiatives.
-Work with stakeholders, including New York State Office of Temporary and Disability Assistance (OTDA), DSS Accountability Office, DHS programmatic divisions, and DSS Information Technology Services to design and implement effective research and data reporting solutions related to shelter compliance.
-Develop and enhance reporting tools to simplify and streamline data consumption across stakeholders. Collaborate with OTDA, Division of Shelter Oversight and Compliance to design and maintain data integrity across shared data systems, including the Shelter Management System and other data sharing and compliance initiatives. Collaborate with the Department of Social Services' Office of Legal Affairs/DHS Legal on legal issues arising from ORCA compliance initiatives.
-Prioritize initiatives and coordinate the development of complex projects across programs and different groups of stakeholders.
-Direct the development of data collection procedures and cross-usage of large and complicated data sets; as well as direct the application of advanced modelling techniques and computer simulation models to perform highly quantitative and qualitative assessment, program analysis and social service integrity research projects.
-Create DHS shelter system-wide trainings to disseminate research findings and produce system-wide change in DHS programmatic and contracted shelter procedures and in line with regulations.
-Conduct internal ORCA program evaluation by reviewing agency procedures, policies, and practices to identify problems and propose remedial measures to improve ORCA program performance.
Qualifications
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
